That is a big part but Venezuela is a bigger provider of oil in the US market and a bigger enemy than any Middle East country with the exception of Iran. However energy independence for the US means a lot. Every dollar that flows out of the US for foreign oil means one less dollar in the pocket of some US worker. Investors (private sector) will only invest in what promises a quick or hefty return on their investment. Alternative fuels is not on the top of the list. So who will invest in alternative fuels? From new revenues raised by taxes from new drilling I don't think the Government should invest in alternative fuels. Surely the Government could make it very attractive for private enterprise to invest in alternative fuels by giving tax breaks, research and development funds, and other ways of attracting new investors.
