It seems to be highest right after a new Congress is sworn in. 37% in January of 2007 and 31% in February of 2009. Congress' highest approval came at the end of 2001 rising to 81%. 40% has normally been about the highest it has ever rises to. It was about 30% during both the Watergate and Lewinsky investigations of the President. I think this is because the out party will rarely approve of Congress' performance. So to get over 50% approval rating is nearly impossible. So it becomes a measure of the approval from the in party and independents. Quote Pastoral Family Counselor...
