The Queen is planning to issue the warrant in formal recognition of her new daughter-in-law’s status as one of the most high-ranking members of the royal family. They are not seperate. The Queen of England is the Head of the Chruch of England. As such, she has the right to issue such an order. It should be noted that England requires that the King/Queen be a person eligible to be the Head of the Chruch of England. The Queeen simply did such in her role as head of the Church of England. By the way, when you speak about Chruch & State in a country like England, you must remember that in England it is the Prime Minster, not the Queen, who is head of the government. That situation is quite different from that of the United States that has one person who is both the Head of State, and the head of the government. England has seperation of chruch and government.
