Ariz. governor signs immigration enforcement bill

PHOENIX -- Gov. Jan Brewer ignored criticism from President Barack Obama on Friday and signed into law a bill supporters said would take handcuffs off police in dealing with illegal immigration in Arizona, the nation's busiest gateway for human and drug smuggling from Mexico.

With hundreds of protesters outside the state Capitol shouting that the bill would lead to civil rights abuses, Brewer said critics were "overreacting" and that she wouldn't tolerate racial profiling.

"We in Arizona have been more than patient waiting for Washington to act," Brewer said after signing the law. "But decades of inaction and misguided policy have created a dangerous and unacceptable situation."

Earlier Friday, Obama called the Arizona bill "misguided" and instructed the Justice Department to examine it to see if it's legal. He also said the federal government must enact immigration reform at the national level - or leave the door open to "irresponsibility by others."

"That includes, for example, the recent efforts in Arizona, which threaten to undermine basic notions of fairness that we cherish as Americans, as well as the trust between police and their communities that is so crucial to keeping us safe," Obama said.

The legislation, sent to the Republican governor by the GOP-led Legislature, makes it a crime under state law to be in the country illegally. It also requires local police officers to question people about their immigration status if there is reason to suspect they are illegal immigrants; allows lawsuits against government agencies that hinder enforcement of immigration laws; and makes it illegal to hire illegal immigrants for day labor or knowingly transport them.

The law sends "a clear message that Arizona is unfriendly to undocumented aliens," said Peter Spiro, a Temple University law professor and author of the book "Beyond Citizenship: American Identity After Globalization."

Brewer signed the bill in a state auditorium about a mile from the Capitol complex where some 2,000 demonstrators booed county Supervisor Mary Rose Wilcox when she announced that "the governor did not listen to our prayers."

"It's going to change our lives," said Emilio Almodovar, a 13-year-old American citizen from Phoenix. "We can't walk to school any more. We can't be in the streets anymore without the pigs thinking we're illegal immigrants."

The Mexican American Legal Defense and Education Fund said it plans a legal challenge to the law, arguing it "launches Arizona into a spiral of pervasive fear, community distrust, increased crime and costly litigation, with nationwide repercussions."

Mexico has warned the proposal could affect cross-border relations. On Thursday, Mexico's Senate unanimously passed a resolution urging Brewer to veto the law.

"Police in Arizona already treat migrants worse than animals," said Francisco Loureiro, an activist who runs a migrant shelter in the border town of Nogales, Mexico. "There is already a hunt for migrants, and now it will be open season under the cover of a law."

The bill will take effect in late July or early August, and Brewer ordered the state's law enforcement licensing agency to develop a training course on how to implement it without violating civil rights.

"We must enforce the law evenly, and without regard to skin color, accent, or social status," she said. "We must prove the alarmists and the cynics wrong."

Brewer, who faces a tough election battle and growing anger in the state over illegal immigrants, said the law "protects every Arizona citizen."

Anti-immigrant anger has swelled in the past month, after rancher Rob Krentz was found dead on his land north of Douglas, near the Mexico border. Authorities believe he was fatally shot by an illegal immigrant possibly connected to a drug smuggling cartel.

Arizona has an estimated 460,000 illegal immigrants, and its harsh, remote desert serves as the corridor for the majority of illegal immigrants and drugs moving north into the U.S. from Mexico.

U.S. Rep. Raul Grijalva, a Democrat, said he closed his Arizona offices at noon Friday after his staff in Yuma and Tucson were flooded with calls this week, some from people threatening violent acts and shouting racial slurs. He called on businesses and groups looking for convention and meeting locations to boycott Arizona.

The bill's Republican sponsor, state Rep. Russell Pearce of Mesa, said Obama and other critics of the bill were "against law enforcement, our citizens and the rule of law."

Pearce said the legislation would remove "political handcuffs" from police and help drive illegal immigrants from the state.

"Illegal is illegal," said Pearce, a driving force on the issue in Arizona. "We'll have less crime. We'll have lower taxes. We'll have safer neighborhoods. We'll have shorter lines in the emergency rooms. We'll have smaller classrooms."

Ah, Hispanics -- who have a natural home in the Republican Party because they are socially conservative -- will flee in droves. She's also gonna bankrupt her state, because no insurance company will provide coverage for this. And for all the lawsuits that will happen -- for all the people that are wrongfully stopped -- her budget will be paying for it. Her budget will be paying the legal bills of the lawyers who sue on behalf of those that were stopped.

Illegal immigrants should not have any rights as citizens do.

Illegal means illegal. Otherwise do away with the law and welcome everyone in.

Illegals have some strange laws that protect them for some reason. My brother and his wife adopted two of his grandchildren.Father illegal mexican. Any history of the mother (white) could be brought into the case to terminate parental rights.Not so the father.HIs illegal status could not be brought up

There is no difference between this law and the federal law already in existence.States do have rights .The federal government has no desire to enforce the law that is in effect.

Those living on the border are living in fear of the illegal immigration problem. Maybe it is time america protects americans.

Those that pay the salary of the politicians.

It doesn't matter what Clinton did or what Bush did or what they failed to do. Obama is president now and the problem is escalating. It should have been taken care of,it wasn't,so what.We sit here and allow illegal immigrants in at will?? because of previous failures.

If Obama knows the federal law he should quit posturing over an investigation into the law in AZ. He can quit trying to feather his own nest by stirring more unrest and publically blaming the AZ governor.She is not bringing them in.

Maybe Obama's problem with her is she is doing not only her job but that of the president as he fails to enforce the existing federal law.

Ever wonder what it would be like to live near the border. Not all that are coming across are sweet little fuzz balls,respecting the rights of others. maybe it isn't the color of their skin as it is their illegal and destructive behavior.

Not everything is race related.

Some coming across illegally and confronted by owners of the land they on actually sue the ranchers for discriminating against their civil rights. What right do the ranchers have? What rights to they have to protect their families and property?

They do not have civil rights in this country while being here illegally.

20, 50, 100 years ago somebody somewhere in America said what you just said about Immigrants. I heard that 30 years ago in the UK when I was a kid. Sorry but in 20 years it will another group and a Hispanic lady called Bonnie will say the same thing about all the XXX immigrants coming to the United States.

This isn't a host community trying to adjust to immigrants.

It is a state that is being over run by illegal immigrants.

A federal government that has no intention of carrying out the law. Those living on the borders are not simply trying to adjust.

They live in fear of many that use their lands to cross.

One rancher is now being sued by illegals for stopping them and holding them by gun till the authorities arrived.

That really doesn't answer the question. When people "force" their way into our country,live here illegally maybe they should stop their protesting and making demands.

Generally people have enough consideration to not "demand" what is not their right to have

I do not have to adjust. Illegal means illegal.If you have a criminal background I don't have to adjust to you.

While I believe that very little will be done by the federal government I don't feel any need to adjust.I think adjust means something different to me than it does you.

Well, there are murderers in our country. I guess we'll just have to adjust to them being here. The feds don't care, so why should we? Oh, it was YOUR daughter that was murdered? I am so sorry to hear of your loss, but I just don't know what we can do about it. Just trying to adjust to the murderers in our midst...

Well, white collar crime is on the rise. Those slime on Wall Street are ripping people off. But we can't do anything about it. They're already here and already breaking the law. Hopefully we can just adjust to this because once they're here its all over...

Just a general post. As was already mentioned, the Federal Government does have a law on the books for this. On fox news last night, actually I think it was during the day, not sure who's segment, they were interviewing a sheriff and a lawyer. The sheriff mentioned that he has been, and so have all the other police officers that he knows, been complying with the federal law for years! So my question is why does the state say that the feds are not doing anything about the problem? Also the officer did mention that the problem is so big that they do need more help! Now they have the whole state in an uproar, exactly what was said would happen. I think like Lazarus has said how do we do this with the least amount of chaos. I do believe one of the reasons that the Bush, Clinton administrations wanted nothing to do with this is just what we are seeing right now. They need to seat down in DC and try to fix this in a better way than what has just happen. I have the feeling that this law will be reversed. Not sure what the answers are. But if someone knows the answer than maybe they need to call the WH and give them the solution and fast.

George Bush had the answer. The Democrats opposed him because they were afraid to let him get credit for anything. The Republicans opposed him because of their radical, right-wing, radio-talk-show base. So nothing was done.

1. We have to control our border. That includes building barriers and hiring more Border Patrol agents. Border cities get overwhelmed. Populations literally grow faster than the infrastructure can keep up. There is a Texas town that grew from 1,000 to 10,000 in ten years. The power company cannot expand the grid that fast. Roads cannot be widened fast enough. Schools end up educating in portable buildings. Police forces are undersized and classrooms are over crowded. To complicate the problem, first generation immigrants don't pay enough taxes for local governments to expand the required services for them.

2. We have to provide a means for Hispanics to migrate here and work. American industry needs the hard latino workers. The latino worker will do jobs that many of the poorest Americans will not do. Worker visas should allow American companies to bring latinos to work in the US for two years intervals.
