Nope... Why would either of those groups want to buy into such a scheme? We don't have to be fair or sporting with people who declare themselves to the the enemies of our civilization and engage in terrorist acts because they have already lost every other form of competition. Just as you would take a gun out of the hands of a psychopath in the process of melting down, so we should keep the means for producing weapons of mass destruction out of the hands of these dying despotic regimes.
