FIFA’s president, Sepp Blatter, said Friday that his organization’s executive committee would meet this week to decide the allocation of berths for the 2014 World Cup in Brazil. Do not expect earth-shaking news. Soccer officials are slow to change the status quo (even in the face of scandal, technological advances, popular outcry, …). But there is at least the possibility of some intrigue. Europe has long dominated the World Cup allocations — it had 13 places in last summer’s tournament in South Africa — and for just as long has wanted more. But power shifts in recent years toward Africa and Asia — shifts that were wholeheartedly supported by Blatter — have put him in the uncomfortable position of having to disappoint somebody. • Africa’s case for retaining the sixth bid it had in South Africa was hurt by the fact that only one of its six teams (Ghana) advanced out of the group stage. The fact that several of its top officials were caught up in last year’s bribery scandal won’t help, either. • South America probably has a better case for that extra place. It sent five teams to South Africa, and four reached the quarterfinals. With Brazil already in, South American officials can make the (credible) argument that guaranteeing places for five more teams from the host continent isn’t asking for much. (Four are guaranteed and a fifth can get in through a playoff with an Oceania team; New Zealand won the spot last time around.) And with Asian soccer’s powerful chief, Mohammed bin Hammam of Qatar, set to challenge Blatter for the FIFA presidency this summer — perhaps with the backing of officials from Europe — Blatter may be loath to cross him. • The confederation representing North and Central America and the Caribbean, meanwhile, is also demanding an extra place, since Mexico and the United States routinely claim two of the three guaranteed berths available. “We believe that Concacaf deserves another full place at the World Cup finals due to the performances of our teams on the field and the actions of our confederation off it,” the Concacaf president Jack Warner declared. Warner, a powerful figure in FIFA, has plenty of motivation to hold firm on his demand; he felt slighted when the United States lost in the bidding for the 2022 World Cup. Here is what the continental breakdown was for last summer’s tournament (South America and Oceania both gained places not guaranteed to them, via playoffs): Europe: 13 Africa: 6 South America: 5 Asia: 4 North/Central America: 3 Oceania: 1 Without expanding the 32-team field — the tournament had only 16 teams the last time it was played in South America, in 1978 — the only way for one continent to get what it wants in Brazil is for another to lose something it surely feels it has earned.
