I do believe this terminology is currently used in Africa to distinguish certain African ethnic groups so it doesn't strike me as an odd usage in the story. I do think the Libyan war has the potential to really hurt Obama by suppressing the liberal vote. If things don't get better and the violence drags out, a lot of the anti-war vote could stay home. The Republicans could make an issue out of Obama violating the War Powers Act and do so with the intention of discouraging his base. That is one of the reasons George H. W. Bush lost re-election.
