How do you know that she recently took an oath of office to uphold this new law? Yes? That does not matter. Laws change all the time. The oath was not to uphold the laws only as they might have existed at one point in time, but rather the laws as they would exist throughout the term of her office. The implication of your question would essentially create chaos and inconsistent application of the laws of the land if every government official only applied the laws as they might exist at the time they took office. You would have differrent officials applying different laws depending on when they took office.
