With a powerful radar that rotates six times a minute on top of the planes, three AWACS can survey all of central Europe, NATO says. Read more. Why this matters: Regular surveillance flights, together with fighter patrols, ground-based radar, missile batteries and other hardware at NATO’s disposal, form what the commander of France’s AWACS squadron described as “a shield” against any potential spill-over. The plane’s sustained presence high above eastern Romania — seeing and also being seen by Russian forces — signals how intensely NATO is watching its borders and Russia, ready to act should Russian aggression threaten to extend beyond Ukraine. Photo: Genya Savilov/AFP via Getty Images After a four-month detour for a border deal that died in three days, the Senate voted 67-32 to advance to debate on a $95 billion aid package for Ukraine, Israel and the Indo-Pacific, Axios' Stef Kight reports. The Senate is expected to stay through the weekend to continue working on the bill, with some Republicans opposed to Ukraine aid vowing to make the process as painful as possible. Why it matters: Time is ticking for the Ukrainian military, which is facing a "critical shortage of infantry" and "diminished morale on the front line" in addition to stalled foreign assistance, the Washington Post reports. Ukrainian President Volodymyr Zelensky today removed his top general, Valery Zaluzhny, in what amounts to the most significant leadership shakeup since Russia's invasion began two years ago. What they're saying: German Chancellor Olaf Scholz, who's visiting the White House next week, warned in the Wall Street Journal that the costs of allowing Ukraine to fall would "dwarf any of the investments that we are making now." Poland's Prime Minister Donald Tusk was not so subtle, tweeting: "Dear Republican Senators of America. Ronald Reagan, who helped millions of us to win back our freedom and independence, must be turning in his grave today. Shame on you." The GOP's 2008 vice presidential nominee Sarah Palin, meanwhile, posted a widely criticized meme of Russian President Vladimir Putin and Tucker Carlson mocking Democrats and the "fake news media." Members phkrause
Who is Ukraine’s new army chief appointed by Zelenskyy? Col. Gen. Oleksandr Syrskyi, who had been commander of Ukraine’s ground forces, takes over the head job at a challenging time. With the war poised to enter its third year, morale is low, the military is facing shortages of ammunition and personnel, and Kyiv is struggling to maintain support from the West. Read more. Key points: Syrskyi’s ascension marks the most significant overhaul of Ukraine’s military leadership since Russia’s full-scale invasion on Feb. 24, 2022. Outgoing Gen. Valerii Zaluzhnyi was highly regarded by his troops and by foreign military officials. Some analysts warned that his exit could bring unwelcome disruption, potentially driving a wedge between the Ukrainian army and its politicians. Strains began to appear between Zaluzhnyi and Zelenskyy after the counteroffensive last summer failed to meet its goals. Months after Western allies poured billions of dollars’ worth of military hardware into Ukraine and amid signs of war fatigue, Zaluzhnyi described the conflict as being at a “stalemate,” just as Zelenskyy was arguing in foreign capitals that the new weaponry had been vital. Read more. Why this matters: Putin’s longer timeline still has its downside, with the conflict taking a heavy toll on Russia by draining its economic and military resources and fueling social tensions. Putin has repeatedly signaled a desire to negotiate an end to the fighting but warned that Russia will hold onto its gains. He used an interview with Tucker Carlson to urge the U.S. to push its “satellite” Ukraine into peace talks, declaring that “sooner or later, we will come to an agreement.” Recent developments have fed his optimism, including that U.S. aid for Ukraine remains stuck in Congress, along with Ukrainian President Volodymyr Zelenskyy’s dismissal of his military chief and Donald Trump saying he could allow Russia to expand its aggression in Europe if NATO members fail to raise defense spending. Members phkrause
🇺🇦 Ukraine's best hope in '24: Limit losses Data: Institute for the Study of War and AEI's Critical Threats Project. Map: Axios Visuals Ukraine's best hope for year three of Russia's invasion may be to avoid losing additional territory — and some military analysts question whether even that will be achievable without urgent help from Washington, Axios' Dave Lawler writes. Why it matters: The war — which crosses the two-year mark tomorrow — has devolved into a deadly stalemate that could tilt in Russia's favor. Ukrainian hopes for a decisive breakthrough were dashed in 2023. Russia now has clear manpower and firepower advantages. "It seems unlikely that there will be resources for another major Ukrainian offensive this year," says Michael Kofman, a leading analyst of the war and Carnegie Endowment senior fellow. Ukrainian President Volodymyr Zelensky, whose rhetoric about the war has grown increasingly dire, warned in a visit to the front this week that his forces were in an "extremely difficult" position due to "delays" in weapons supplies. 🪖 Between the lines: Ukraine can still hope to "hold and potentially exhaust" Russia's forces this year — but only with sufficient support from Western backers, Kofman says. With the House deadlocked over further Ukraine funding, and a potential Trump presidency looming, Kofman believes the question of whether U.S. support endures may decide the outcome of the war. Members phkrause
🪖 How the CIA secretly helps Ukraine In a stunning exposé, Adam Entous and Michael Schwirtz of The New York Times show how a decade-long partnership between the CIA and Ukraine underpins the war with Russia. The Times was given a tour of a secret bunker in a dense Ukrainian forest. Why it matters: The partnership turned Ukraine into one of America's most valued intelligence partners against the Kremlin. The CIA "helped train a new generation of Ukrainian spies who operated inside Russia, across Europe, and in Cuba and other places where the Russians have a large presence," The Times found. "In the bunker," Gen. Serhii Dvoretskiy, a top Ukrainian intelligence commander, "pointed to communications equipment and large computer servers, some of which were financed by the CIA. He said his teams were using the base to hack into the Russian military's secure communications networks," The Times reports. "This is the thing that breaks into satellites and decodes secret conversations," Dvoretskiy told a Times journalist on the tour, adding that they also were hacking into spy satellites from China and Belarus. "Another officer placed two recently produced maps on a table, as evidence of how Ukraine is tracking Russian activity around the world": "The first showed the overhead routes of Russian spy satellites traveling over central Ukraine. The second showed how Russian spy satellites are passing over strategic military installations — including a nuclear weapons facility — in the eastern and central United States." Members phkrause
Yellen is urging world leaders to ‘unlock’ frozen Russian assets and send them to Ukraine Treasury Secretary Janet Yellen is offering her strongest public support yet for the idea of liquidating roughly $300 billion in frozen Russian Central Bank assets and using them for Ukraine’s long-term reconstruction. Read more. Why this matters: Billions of dollars in Russian foreign holdings have been frozen by the United States and its allies in retaliation for Moscow’s invasion of Ukraine. Those billions have been sitting untapped as the war grinds on, now in its third year, while officials from multiple countries have debated the legality of sending the money to Ukraine. The idea of using Russia’s frozen assets has gained traction lately as funding for Ukraine becomes more uncertain and the U.S. Congress is in a stalemate over providing more support. Members phkrause
Why French president Macron raised the prospect of Western troops in Ukraine French President Emmanuel Macron appeared isolated on the European stage this week after saying the possibility of Western troops being sent to Ukraine could not be ruled out, a comment that prompted an outcry from other leaders. Read more. A closer look: The exact signal Macron was trying to send remains unclear, but “it wasn’t said by accident,” said Phillips O’Brien, professor of strategic studies at the University of St. Andrews, Scotland. Whatever Macron’s message was, some analysts say he may have fumbled the delivery. Macron has held evolving views on Russia. After Russia’s full-scale invasion of Ukraine, Macron initially kept open a line of communication with Putin, but he last spoke with him in September 2022 — and he’s taken a tougher stance publicly ever since. In contrast, the hand-wringing over Russia in the rest of Europe comes amid worries that the U.S. will dial back support for Ukraine. European officials are also concerned that former President Donald Trump could be reelected later this year and potentially change the course of U.S. policy on the continent. Furious with Germany, Moscow leveled threats in response. Read more. Why this matters: The leak has embarrassed Germany and raised concerns about the security of its communications. Germany is the second-biggest supplier of military aid to Ukraine after the United States, and is further stepping up support this year, but it has not approved deploying the weapons despite months of pressure from Ukraine. The German- and Swedish-made missiles would be able to reach targets deep in Russia from Ukrainian soil, thanks to stealth technology that makes them less visible to detection.
