The system threatening the southwestern Gulf Coast has been designated Potential Tropical Cyclone One by the National Hurricane Center and will likely strengthen to a tropical storm by the end of the day. A level 3 of 4 risk of flooding is in place for much of South Texas today. Torrential rainfall is also expected to considerably ramp up the flood threat, not just in the US, but also in parts of Mexico and Central America.
