👀 Play of the week: Wooing independent voters

Last week began in New Hampshire with an official third-party effort by No Labels embraced by two leading politicians: Sen. Joe Manchin (D-W.Va.) and former Utah Gov. Jon Huntsman.

  • It ended with Robert F. Kennedy Jr. emerging as the center of a contentious congressional hearing over free speech — after being accused of racism and antisemitism for claiming COVID-19 "attacks certain races disproportionately."

Why it matters: The corporate-friendly centrism embraced by No Labels gets the lion's share of attention, as it tries to recruit a moderate politician such as Manchin into the presidential race.

  • But RFK Jr.'s celebrity and conspiratorial nature overlap with the interests and views of many disaffected independent voters these days.

Reality check: Kennedy is raising big money — much of it from right-wing donors — in his long-shot Democratic presidential campaign against Biden.

  • Kennedy raised $6.3 million in the second quarter, a larger sum than most of the Republican presidential candidates running.
  • And while he's now politically toxic among Democrats, he's built up a following among Republicans and independents. His overall net favorability rating in a new Quinnipiac poll is +3 (35%-32% favorable/unfavorable), the highest of all the politicians tested.

By the numbers: Kennedy's base of support, according to the poll, is with independents. His favorability rating is 39%-27% with voters who don't identify with the two major parties.

Between the lines: Independent voters are often the least engaged in politics.

  • They don't follow the news like partisan Republicans and Democrats.
  • They've lost trust in institutions.
  • And they may even be more susceptible to believing in various conspiracy theories.

The bottom line: In many ways, Kennedy's conspiratorial worldview and appeal to the disadvantaged — while benefiting from his celebrity and the mystique surrounding his family— is an intriguing option for these disillusioned voters.

  • At least, it fits the profile of many third-party voters better than longtime politicians like Manchin and Huntsman.

📈 Poll of the week: DeSantis' New Hampshire surprise

A University of New Hampshire poll released this week shows Florida Gov. Ron DeSantis running a bit more competitively against former President Trump than other recent surveys.

  • It shows Trump leading among likely primary voters with 37%, with DeSantis at 23% and Sen. Tim Scott (R-S.C.) at 8%. Former New Jersey Gov. Chris Christie and North Dakota Gov. Doug Burgum are tied at 6%.

Why it matters: It's just one poll, but it's a rare one showing Trump under 40% — a sign of possible vulnerability in New Hampshire. DeSantis' campaign and super PAC aren't currently running ads in the state, indicating the Florida governor has some room for future growth.

Reality check: The support Trump does have is rock solid, much more so than his primary competition. More than three-quarters (76%) of Trump supporters said they have "definitely decided" on their pick, compared to just 14% of DeSantis backers.

Between the lines: One warning sign for DeSantis is that his support is concentrated among self-described moderate and libertarian voters — even as he's trying to maneuver to Trump's right.

  • Among moderates, voters are still deciding among the non-Trump candidates. DeSantis leads among moderate voters with 26% of the vote. But Scott, Christie, Trump and Burgum all register double-digit support among the pragmatic constituency.

By the numbers: Sen. Tim Scott (R-S.C.) has the highest net favorability rating among the GOP field (56%-10% favorable/unfavorable), a sign that he holds the most upside potential in the field.

  • A super PAC allied with Scott is reserving a significant $40 million of ad time in the early primary states starting in September — giving him an edge on the airwaves.
  • DeSantis' favorable/unfavorable with likely Republican primary voters is 57%-25%, while Trump's is 49%-26%. Christie holds the worst net favorability, at 10%-64%.

The bottom line: Early-state polling offers the clearest test of whether there's an opening for a Trump alternative. This survey indicates there's a narrow opportunity, but it will be tough.

Why it matters: If there's any story that underscores Trump's grip on the GOP electorate — especially in pivotal Iowa — it's the fact that Reynolds is still simpatico with Trump even after he attacked her as disloyal.

  • The DeSantis super PAC Never Back Down thought Trump's attack on the Iowa governor was detrimental enough that they aired an attack reminding voters of it.
  • But if Reynolds herself isn't taking the criticism personally, it's hard to imagine Trump-friendly Iowa Republican voters will.

2. "Trump’s maneuvering in key states buoys Senate GOP amid feud with conservative group" (CNN)

Why it matters: Many observers scoffed when NRSC chairman Steve Daines was one of the first GOP senators to endorse Trump. But from a political standpoint, his early embrace of Trump is paying significant dividends for Republicans in the Senate landscape.

  • Trump has signaled he will not be endorsing right-wing challengers against two NRSC-recruited candidates in pivotal races: Gov. Jim Justice in West Virginia and military veteran Tim Sheehy in Montana.
  • Rep. Alex Mooney (R-W.Va.) is running against Justice, and Rep. Matt Rosendale (R-Mont.) is seriously considering a challenge to Sheehy. Both congressmen are allies of the anti-tax Club for Growth, a Trump nemesis.
  • If Republicans can flip West Virginia and Montana alone — two states Trump easily won — they've all but guaranteed themselves the majority.

1 big thing: GOP field's Jan. 6 tightrope

Donald Trump's rivals are at risk of pleasing no one with their response to his potential third indictment — empowering the GOP front-runner by refusing to condemn him while irking a base that sees no room for nuance on Jan. 6.

Why it matters: Leading GOP candidates have argued in recent days that Trump's actions on Jan. 6 were irresponsible but not criminal. Straddling that line won't make the race any closer — but it could backfire if special counsel Jack Smith unveils an indictment as damning as his last one.

  • Smith's inquiry extends far beyond Trump's literal words on the day of Jan. 6 — the center of Republicans' defense — with at least three sets of charges under consideration: deprivation of rights, conspiracy to defraud the U.S. and witness tampering.
  • Testimony has been supplied by virtually every figure involved in Trump's months-long campaign to overturn the election — and thousands of pages of new evidence are still streaming in.

Driving the news: Florida Gov. Ron DeSantis told comedian Russell Brand on Friday that Jan. 6 "was not an insurrection," accusing the media of concocting the narrative that it was "a plan to somehow overthrow the government."

  • Earlier last week, DeSantis said Trump "should have come out more forcefully" to call off the mob attacking the Capitol — but downplayed the notion that the president's inaction was criminal.

Former Vice President Mike Pence, who has testified to the grand jury and whose life was threatened by Trump supporters on Jan. 6, echoed that sentiment on CNN yesterday.

  • "While his words were reckless, based on what I know, I am not yet convinced that they were criminal," Pence said.

Former South Carolina Gov. Nikki Haley has repeatedly criticized the "drama" surrounding Trump and his legal battles, but told CNBC today that she would support the former president if he wins the nomination.

Vivek Ramaswamy said on Fox News yesterday: "ad judgment is not the same thing as a crime, and when we conflate the two, that sets a dangerous precedent for this country."

Sen. Tim Scott (R-S.C.), who was present in the Capitol on Jan. 6, said last week that he would "only hold responsible the very people who threatened my life, and the former president did not threaten my life."

  • Former congressman Will Hurd of Texas, who announced his candidacy last month, said last night in Des Moines at one of the biggest "cattle call" events so far: "Donald Trump is running to stay out of prison."

Boos erupted from the 1,200+ diehards at the Iowa Republican Party's Lincoln Dinner.

  • "Listen, I know the truth is hard," replied Hurd, a former CIA agent.

Speaking on the same stage an hour later, Trump said of his indictments: "If I weren't running, I would have nobody coming after me. Or if I was losing by a lot, I would have nobody coming after me."

  • It's the first time Trump and Florida Gov. Ron DeSantis spoke at the same campaign event in Iowa. Trump usually shuns multi-candidate events. But you don't mess around with Iowa's first-in-the-nation caucuses.

Trump referred repeatedly to the governor as "Ron DeSanctus" (the nickname he gave him as a play on "sanctimonious"): "I wouldn’t take a chance on that one."

We told you yesterday that President Trump is trouncing the rest of the GOP field — combined! — in a fascinating new N.Y. Times/Siena College poll.

  • Now look at this: In new Gallup polling, Republicans hold a slight partisan edge over Democrats: 45% of Americans say they're Republican or lean Republican, while 42% are Democrats or lean that way.
  • That's a slight gain for the GOP from 2022, Axios' Erin Doherty writes.

Why it matters: The sum of all polling shows Trump is on track to run away with the GOP nomination, barring a tectonic change — and he and President Biden could be in a dogfight in a general election.

🚨 This morning, a Times/Siena poll shows Biden and Trump tied at 43% in a hypothetical rematch in 2024.

  • "The possibility that criminal indictments haven't crippled Mr. Trump's general election chances might come as a surprise or even a shock," Times chief political analyst Nate Cohn writes.
  • "It does not seem to be a fluke: Our Times/Siena polls last fall ... also showed a very close race in a possible presidential rematch."

What's happening: Cohn explains that on the GOP side, Trump looks tough to beat because of his hold on the MAGA base, which is just over one-third of the party's electorate (37%).

In the Times/Siena poll, Trump leads Florida Gov. Ron DeSantis by 37 points (54%-17%), with the next-closest candidate at 3%.
