A progressive watchdog group filed a complaint with the FEC arguing that Rep. Dean Phillips' (D-Minn.) presidential campaign illegally coordinated with a supporting super PAC, Axios' Alex Thompson reports.

Driving the news: The complaint by Campaign for Accountability argues that "there could scarcely be a more blatant and egregious example of a presidential campaign illegally coordinating with a super PAC." The Phillips campaign called the complaint "baseless" and denies coordination.

  • Steve Schmidt, a prominent former Republican consultant, was deeply involved in the launch of Phillips' campaign, including traveling with him when he entered the New Hampshire primary.
  • Schmidt then left to form a super PAC called Pass the Torch, while Phillips hired former Bernie Sanders campaign manager Jeff Weaver to take the helm of the campaign.
  • Given that Schmidt helped launch the Phillips campaign and the super PAC echoed its messaging in an ad, Campaign for Accountability argues that Phillips likely violated the Federal Election Campaign Act and FEC guidelines.

🏛️ 1 big thing: Biden's Jan. 6 plan

President Biden plans to put the deadly assault on the Capitol at the center of his re-election campaign in the same way he portrayed the white nationalist rally in Charlottesville during the 2020 campaign: as a Trump-inspired threat to democracy, Axios' Alex Thompson reports.

  • Why it matters: Biden's renewed focus on Jan. 6 is his campaign's latest acknowledgment that it expects former President Trump to be the GOP nominee amid his raft of court cases.

📺 The campaign says it plans ads built around two Biden events over the next week that will invoke the Capitol riot.

  • Biden campaign manager Julie Chávez Rodríguez told reporters on a call previewing the speeches: "We are running a campaign like the fate of our democracy depends on it — because it does."

1. In a speech tomorrow at Valley Forge, Pa., Biden will make clear that reminders of the Capitol riot — and Trump's push to overturn the 2020 election — will be major campaign themes.

  • Senior campaign officials say the venue is apt: It's where George Washington's army endured a frigid winter in 1777-1778 before uniting his troops and fighting for democracy and freedom against the British. Biden will try to rally his party for a fight against "MAGA extremism."
  • The speech was scheduled for Saturday, Jan. 6, but was moved up a day because of a threat of bad weather.

2. Biden will speak again about the Jan. 6 riot on Monday at the Mother Emanuel AME Church in Charleston, S.C. — a Black church where a white supremacist murdered nine people in 2015.

🥊 The other side: Trump also has played up Jan. 6. on the trail, calling it a beautiful day and describing those imprisoned for the insurrection as "great, great patriots" and "hostages."

In a new campaign ad that doubles as a confessional, former New Jersey Gov. Chris Christie tells voters he has "an admission to make," Axios' Alex Thompson scoops.

  • "Eight years ago when I decided to endorse Donald Trump for president, I did it because he was winning, and I did it because I thought I could make him a better candidate and a better president," Christie says, speaking directly to the camera for the entire ad. "I was wrong. I made a mistake."

Why it matters: Christie, alone among the top GOP presidential candidates in persistently walloping Trump, is trying to win over voters who backed the former president in the past but now are wary or disillusioned.

👀 Haley stumbles to starting line

Florida Gov. Ron DeSantis and his campaign spent today hammering former UN Ambassador Nikki Haley for remarks she made last night that appeared to downplay the importance of the Iowa caucuses.

  • "You know, Iowa starts it. You know that you correct it. … And then my sweet state of South Carolina brings it home," a smiling Haley told a crowd in Milford, New Hampshire.

Why it matters: Haley has set modest expectations for a Jan. 15 Iowa contest that Trump is widely expected to win, but a late gaffe like this could threaten her goal of a strong second-place finish.

  • "I think it was incredibly disrespectful to Iowans to say somehow their votes need to be 'corrected,'" DeSantis, who has staked his entire campaign on a strong Iowa performance, told a local radio show.
  • DeSantis and former New Jersey Gov. Chris Christie have also spent days attacking Haley over her flubbed answer about the cause of the Civil War — showing how quickly momentum can shift even in the final stretch before voting.

Vivek Ramaswamy kicked off 2024 by selling $33 million worth of shares in Roivant Sciences, the biotech company he founded, Axios' Sophia Cai and Dan Primack report.

Why it matters: Ramaswamy will use some of the proceeds to make a "significant investment" in his campaign, a spokesperson confirmed to Axios.

  • The polarizing entrepreneur is trailing Trump, DeSantis and Haley by a wide margin and did not qualify for the Jan. 10 CNN debate in Des Moines, Iowa.
  • Ramaswamy appears committed to keeping his campaign alive, however, and received an endorsement this week from former Rep. Steve King (R-Iowa) — who was shunned from the House GOP in 2019 for defending white supremacy.

President Biden is moving toward keeping many of former President Trump's controversial tariffs on some $300 billion in Chinese imports in place, and aims to increase duties on electric vehicles and some critical minerals, Axios' Hans Nichols scoops.

  • Why it matters: Biden wants to show a tough stance to undermine attempts by Trump to cast him as "soft" on China, as Trump did in 2020.

What we're watching: Even though inflation is easing, Biden is still considering lower duties on some consumer goods.

  • Besides EVs, Biden also is considering higher tariffs on solar panels and EV battery packs from China, The Wall Street Journal reported.

🍿 Behind the scenes: "Trump insiders were hired by candidates as 'consultants' for the sole purpose of saying nice things about them to Mr. Trump in the hope he might endorse them," The Times reports.

Behind the Curtain: Why Dems fear Biden complacency

Lots of high-level Democrats are warning that President Biden and his reelection team are too complacent — and unimaginative — about the threat of losing to Donald Trump, sources tell Jim VandeHei and Mike Allen.

  • The latest alarm was sounded yesterday in a leak to The Washington Post about a private meeting in which former President Obama pointed Biden to a different way to attack this campaign. We're told it was a lunch just before the holidays. Obama pushed Biden to consider moving his political operation outside of — and beyond — his White House advisers, as the former president had done with his Chicago-based 2012 reelection team.
  • "Obama also recommended that Biden seek counsel from Obama's own former campaign aides, which Biden officials say they have done," The Post added.

Why it matters: "Someone wants to light a fire under the asses of some of these people," a top Democratic strategist told us. Jim Messina, manager of Obama's 2016 reelection campaign, often warns Democrats not to be worrywart "bedwetters." The strategist added: "It's hard to call it bedwetting when it's Barack Obama."

What's happening: Biden's reelection campaign has long projected a calm confidence about beating Trump if that rematch comes to be. The gist of what you hear from both the White House and the campaign's HQ in Wilmington, Del: "It's fine. We've got this."

  • But many high-level Democrats think it's not fine. They fear the president's political machine hasn't found the sweet spot between a chill Zen and dangerous complacency — and has been way too Zen.

David Axelrod, Obama's political architect, told us the race is "winnable but worrisome." The internal optimism, he said, reflects "faith among a team that has been counted out before, that past is prologue and it will all come together in the end."

  • "There has been broad anxiety among the Democratic political class ... given the magnitude of the threat," Axelrod added.

The big picture: The Biden '24 mindset was captured by a New York magazine cover story last month about the campaign's "Alarming Calm." The cover headline, over a photo from inside the Wilmington campaign office (above): "THE CALMEST DEMOCRATS IN THE COUNTRY."

When pressed on why they think things are fine, Biden allies invoke four articles of faith:

  1. The war, they think, will be far in voters' rearview mirror by Nov. 5.
  2. By then, the economy will be so good voters can't ignore it. Voter confidence, the hope is, will catch up with the encouraging macro signs.
  3. Abortion rights: Dems will be boosted by the anti-GOP backlash following the Dobbs decision overturning Roe v. Wade — swing voters won't want to give Trump a chance to appoint another Supreme Court justice. As Second Gentleman Doug Emhoff has put it privately: "Dobbs and democracy."
  4. Biden and allies will spend more than $1 billion telling voters Trump is terrible. In the end, Biden's inner circle contends, most independents won't look themselves in the mirror on Election Day, then go vote for Trump.

Top Democrats were relieved Friday by Biden's passionate opening speech of '24. In fiery remarks in Valley Forge, Pa. — coinciding with the third anniversary of the Jan. 6 storming of the Capitol by Trump supporters — Biden warned: "Democracy is on the ballot. Your freedom is on the ballot."

  • Biden name-checked Trump 44 times in the half-hour speech. He drew applause when he needled the former president on his drive to overturn the 2020 results: "I had won the election and he was a loser."
  • Some of the Dems we talked to see the speech as the campaign's "we get it" moment.

The Biden campaign's TJ Ducklo told us: "The campaign is built for victory in November — we know this will be a close and competitive election."

Rep. Elise Stefanik (R-N.Y.), the No. 3-ranking House Republican, said on NBC's "Meet the Press" that she has concerns about the Justice Department's treatment of Jan. 6 "hostages."

Why it matters: In using that incendiary language to refer to Trump supporters prosecuted for storming the Capitol on Jan. 6, Stefanik is echoing the rhetoric of the former president and fringe elements of the GOP.

  • Trump has called Jan. 6 a "beautiful day," leading the charge for Republicans who have sought to rewrite the history of the deadly Capitol riot.
  • Stefanik also refused to commit to certifying the 2024 election if President Biden wins, telling moderator Kristen Welker: "We will see if this is a legal and valid election."

The intrigue: Stefanik, whose stock has risen since her viral questioning at a hearing on college campus antisemitism led to the resignation of two Ivy League presidents, has long been seen as a potential Trump running mate.

  • Stefanik told "Meet the Press" she would be "honored to serve in any capacity in a Trump administration" but declined to discuss the contents of her conversations with Trump about the 2024 ticket.

With former President Trump set to win the Iowa caucuses a week from today, his challengers' hopes ride on how much they carve into his lead.

  • Their second — and, for many, last — chance will be the New Hampshire primary the following week, 15 days from today.

Axios' Sophia Cai and Alex Thompson analyzed the GOP candidates' Hawkeye State schedules, using data from the Des Moines Register's tracker:

  1. Trump emphasized big rallies in urban centers — with help from surrogates, including South Dakota Gov. Kristi Noem and former HUD Secretary Ben Carson.
  2. Florida Gov. Ron DeSantis, who visited all 99 Iowa counties, was endorsed by Gov. Kim Reynolds. But he's been thwarted by Trump's popularity with evangelicals, who are big in Iowa.
  3. Nikki Haley has emphasized stops in voter-dense suburbs. She held 51 events in Iowa during the past year — more than double Trump (24), but far fewer than DeSantis (99) or Ramaswamy (239).
  4. Vivek Ramaswamy, Iowa's most-traveled candidate, holds as many as 10 events a day. But polls show he's gotten little bang for his mileage.

🗣️ Biden condemns white supremacist "poison"

Biden forcefully condemned white supremacy today in a campaign speech at Mother Emanuel AME Church, the site of a racist mass shooting in which nine Black parishioners were killed in 2015.

  • "It is a poison, throughout our history, that's ripped this nation apart. This has no place in America. Not today, tomorrow or ever," Biden declared from the pulpit of the historic Black church in Charleston, South Carolina.

Why it matters: Biden's second major campaign speech of 2024 served as an appeal to Black voters, a core Democratic constituency whose support for the president has been steadily eroding.

  • Biden explicitly thanked the Black community in South Carolina — and former House Majority Whip James Clyburn (D-S.C.) in particular — for helping save his candidacy in the 2020 Democratic primary.
  • Clyburn, whose endorsement of Biden changed the course of the race, said on CNN on Sunday he's "very concerned" Black voters will not turn out for Biden in November.

The big picture: Biden sought to draw a direct line from the Civil War to pro-Trump election denialism — slamming "self-serving lies" and attempts to rewrite the history of the Confederate rebellion and the Jan. 6 insurrection.

  • "Let me be clear for those who don't seem to know: Slavery was the cause of the Civil War. There is no negotiation about that," Biden said in a shot at Republican candidate Nikki Haley.
  • Biden also ripped Trump as a "loser," drawing cheers from the crowd and chants of "four more years."

The other side: Haley shot back at a Fox News town hall tonight: "I don't need someone who palled around with segregationists in the' 70s and has said racist comments all the way through his career lecturing me."

Vivek Ramaswamy staffers have begun looking for work elsewhere. He didn't qualify for tomorrow's final televised debate before the Iowa caucuses. And he won't even be on the ballot for the Illinois GOP primary.

  • Why it matters: Ramaswamy jumped to political prominence with an anti-establishment, Trump-friendly message. But now his long-shot campaign shows signs of unraveling, Axios' Sophia Cai reports.

Ramaswamy — at 38, the youngest in the presidential race — has poured his energy into trying to pull off a strong showing in Iowa next Monday night.

  • The wealthy biotech entrepreneur has predicted he'll finish no worse than third — above either Nikki Haley or Ron DeSantis, and behind former President Trump, the front-runner.
  • Polls in Iowa show Ramaswamy is running fourth. Beyond Iowa, the picture for him is unclear. His campaign says he's skipping Illinois' GOP primary on March 19 as a strategic decision.

👂 What we're hearing: GOP officials tell Axios they've received job inquiries from multiple Ramaswamy campaign staffers since early November.

  • One offered to start work Feb. 1 — after the Iowa and New Hampshire contests, but before Super Tuesday on March 5, when 16 states hold Republican contests.

Ramaswamy — like former New Jersey Gov. Chris Christie, who has focused on New Hampshire's Jan. 23 primary — hasn't reached the 10% mark in national polls required to qualify for CNN's Republican debate in Des Moines tomorrow (9 p.m. ET).

  • Haley and DeSantis will debate. Trump qualified but, as with previous GOP debates, he'll skip it and counterprogram with a town hall on Fox News.

Over the holidays, Trump speculated about being endorsed by Ramaswamy.

  • "He will, I am sure, Endorse me. But Vivek is a good man, and is not done yet!" Trump posted on TruthSocial.

🥊 Reality check: Ramaswamy has the personal cash to keep going if he wants to. Last week he sold $33 million in stock in a biotech company he founded.

Ramaswamy's campaign disputes that he faces a reckoning.

  • "The energy we're seeing on the ground in Iowa is electric," communications director Tricia McLaughlin told Axios. "The mainstream media may be quick to write our obituary, but that's because they're oblivious to the facts on the ground."

With 223 days until the Democratic National Convention opens in Chicago, organizers are making one of their first big announcements:

  • The Marriott Marquis Chicago and Hyatt Regency at McCormick Place, both connected to the McCormick Place convention center, will be the official headquarters hotels for the convention, Aug. 19-22.
  • That makes those hotels the base of operations for staff from the Democratic National Convention Committee, DNC and Biden for President campaign, plus key leaders from coalition groups.

How it works: The convention says in a forthcoming release that it "will offer more convenience than ever before for delegates, media and guests."

  • "Official convention activities on the ground are consolidated to three main areas within a five-mile radius: the United Center for official proceedings and primetime programming, McCormick Place for daytime party business, and downtown hotels for delegates."

Fox's Trump gamble

Fox News is betting that it won't fall into the same Trump trap as pretty much every other network that's attempted to interview the former president live, Axios Media Trends author Sara Fischer writes.

Why it matters: Moderators Martha MacCallum and Bret Baier told Axios ahead of their live town hall with former President Trump that they're hoping to draw him into a substantive discussion around foreign policy.

  • Few journalists — if any — have been able to keep him in line.

In deciding to skip and counterprogram tonight's GOP primary debate on CNN — and all others this cycle — Trump hasn't had to answer many tough policy questions head-on while campaigning.

  • "If I have a goal, it's to make sure that we're looking forward and not back, because I think that's really what voters care about," MacCallum said.
  • "They want to know what's going to happen in terms of the commitment that the United States makes to these foreign wars."

🔎 Between the lines: The conservative network hasn't hosted former President Trump for a live interview since April 2022, the N.Y. Times reports.
