Last night's GOP presidential debate was a slugfest, Axios' Zachary Basu reports from Miami.

  • "We've become a party of losers," Vivek Ramaswamy said, referring to the GOP's losses in state-level elections Tuesday. He then launched into an extended attack on RNC Chair Ronna McDaniel and debate moderator Kristen Welker.

"You're just scum," Nikki Haley later said to Ramaswamy, after he mentioned Haley's daughter during an exchange about whether to ban TikTok.

  • Haley, who's been rising in the polls, absorbed most of the incoming last night.

🌵 Focus groups: Arizona swing voters open to RFK Jr.

Dissatisfied with both Biden and Trump, some Arizona swing voters would prefer Robert F. Kennedy Jr. in 2024, Axios' Eugene Scott writes from our latest Engagious/Sago focus groups.

Why it matters: Interviews with Arizona voters who pivoted from Trump in 2016 to Biden in 2020 suggested they are open to a third option.

  • "With so much antipathy toward Trump and Biden, swing voters are off-the-charts receptive to a third alternative, especially one with such a recognizable name," said Engagious president Rich Thau, who moderated the focus groups.
  • "I like the Kennedys. I would look at the past with their family for the ones that … helped run this country. That would be my reason why I would like to choose a Kennedy to come back into office," said Tina N.

Wild card: Jill Stein, who won 1.4 million votes as the Green Party's nominee in 2016 and was blamed by some Democrats for swinging the election to Trump, announced today she is again running for president.

Behind the Curtain: Trump allies pre-screen loyalists

Former President Trump's allies are pre-screening the ideologies of thousands of potential foot soldiers, as part of an unprecedented operation to centralize and expand his power at every level of the U.S. government if he wins in 2024, officials involved in the effort tell Axios' Jim VandeHei and Mike Allen.

Why it matters: Hundreds of people are spending tens of millions of dollars to install a pre-vetted, pro-Trump army of up to 54,000 loyalists across government to rip off the restraints imposed on the previous 46 presidents.

  • The screening for ready-to-serve loyalists has already begun, driven in part by artificial intelligence from tech giant Oracle, contracted for the project.
  • Social media histories are already being plumbed.

When Trump took office in 2017, he included many conventional Republicans in his Cabinet and key positions. Those officials often curtailed his behavior and power.

  • Trump himself spends little time plotting governing plans. But he is well aware of a highly coordinated campaign to be ready to jam government offices with loyalists willing to stretch traditional boundaries.

What's happening: If Trump were to win, thousands of Trump-first loyalists would be ready for legal, judicial, defense, regulatory and domestic policy jobs. His inner circle plans to purge anyone viewed as hostile to the hard-edged, authoritarian-sounding plans he calls "Agenda 47."

  • The people leading these efforts aren't clownish figures like Rudy Giuliani. They're smart, experienced people, many with very unconventional and elastic views of presidential power and traditional rule of law.

Behind the scenes: The government-in-waiting is being orchestrated by the Heritage Foundation's well-funded Project 2025, which already has published a 920-page policy book from 400+ contributors. Think of it as a transition team set in motion years in advance.

  • Heritage president Kevin Roberts tells us his apparatus is "orders of magnitude" bigger than anything ever assembled for a party out of power.
  • The policy series, "Mandate for Leadership," dates back to the 1980s. But Paul Dans, director of Project 2025, told us: "Never before has the entire movement ... banded together to construct a comprehensive plan to deconstruct the out-of-touch and weaponized administrative state."

Trump insiders relish rebuilding the team with purists. But the truth is, they have no choice: Many more-traditional Republicans quit the first administration in frustration or were fired by tweet. And some former advisers are talking to prosecutors or are charged with crimes.

  • The Trump campaign tells us no outside group speaks for him: "The campaign's Agenda47 is the only official comprehensive and detailed look at what President Trump will do when he returns to the White House. ... While the campaign is appreciative of any effort to provide suggestions about a second term, the campaign is not collaborating with them."

The most elaborate part of the pre-transition machine is a résumé-collection project that drills down more on political philosophy than on experience, education or other credentials, Jim and Mike report.

  • Applicants are asked to "name one person, past or present, who has most influenced the development of your political philosophy" — and to do the same with a book.
  • Another query: "Name one living public policy figure whom you greatly admire and why."

Heritage's "Presidential Personnel Database" already has 4,000+ entries, we're told.

Reality check: Technically, this apparatus will be inherited by any Republican nominee — Heritage officials tell us they've briefed the campaigns of Trump, Ron DeSantis and Nikki Haley.

  • But this is undeniably a Trump-driven operation. The biggest tell: Johnny McEntee — one of Trump's closest White House aides, and his most fervent internal loyalty enforcer — is a senior adviser to Project 2025.
  • One of the most powerful architects is Stephen Miller, a top West Wing adviser for the Trump administration. Miller is charting an even harder line on legal and immigration policy than last time. While he maps a White House return, he's president of America First Legal, which vows to fight "lawless executive actions and the Radical Left."

Between the lines: Trump doesn't hide his intentions. It's important to tune out the theatrical language that drives social media and cable TV, and focus intently on the directional guidance of his second term.

  • He's telling us exactly what he intends to do — like it or loathe it.

Sen. Tim Scott (R-S.C.) announced on Fox News last night that he's ending his 2024 presidential campaign, but said he'll "look forward to another opportunity."

  • "I think the voters ... have been really clear that they're telling me: 'Not now, Tim,'" Scott said on "Sunday Night in America with Trey Gowdy."

Why it matters: Scott's surprise announcement comes after he spent aggressively during his campaign, but struggled to rise in the polls in the crowded 2024 primary, Axios' Erin Doherty reports.

💰 Nikki Haley will reserve $10 million in TV, radio and digital ads across Iowa and New Hampshire beginning the first week of December.

Trump's "vermin" backlash

Former President Trump's new description of his political enemies as "vermin" — and his vow to "root out" what he called "the threat from within" — has drawn outrage from Democrats, warnings from historians and silence from Republicans.

Why it matters: Trump's increasingly extreme rhetoric will be a central issue in the 2024 election, especially as he inches closer to the nomination and the Biden campaign spends millions to define the race as an existential test for U.S. democracy.

  • Some historians have compared Trump's dehumanizing language — including his claim that undocumented immigrants are "poisoning the blood of our country" — to the rhetoric of fascist dictators like Adolf Hitler and Benito Mussolini.
  • "When you dehumanize an opponent, you strip them of their constitutional rights to participate securely in a democracy because you're saying they're not human. That's what dictators do," Columbia University historian Timothy Naftali told the Washington Post.

Driving the news: In a Veterans Day speech in New Hampshire on Saturday, Trump pledged to "root out the communists, Marxists, fascists and the radical left thugs that live like vermin within the confines of our country that lie and steal and cheat on elections."

  • He also posted the same message on Truth Social — confirming that the incendiary language was deliberate, not a heat-of-the-moment miscue.
  • A Trump campaign spokesman then defended the former president's word choice, slamming critics and historians as "snowflakes" whose "sad and miserable existence will be crushed" if Trump wins in 2024.

The big picture: The vengeful rhetoric at the heart of Trump's campaign message is not just bluster.

  • Trump himself publicly confirmed last week that he would consider weaponizing the federal government against his enemies if elected, including by ordering indictments of Biden family members.
  • The New York Times has done extensive reporting on his plans to eviscerate the Justice Department's independence and carry out raids to round up millions of undocumented immigrants, who would be detained in sprawling camps as they await deportation.
  • And as Axios reported this morning, powerful outside allies are pre-screening the ideologies of thousands of potential appointees to replace vast swaths of the federal bureaucracy with pro-Trump loyalists.

Between the lines: Alarmed by polls showing Trump is leading President Biden in key battleground states, some Democratic strategists have urged the Biden campaign to more aggressively spotlight Trump's extreme rhetoric and proposals.

  • A shift already appears underway: The Biden campaign and the White House both issued statements today blasting Trump's "vermin" speech and comparing it to Hitler and Mussolini.
  • Top Republican officials have long been averse to defending Trump's election lies and violent rhetoric, and now the Biden campaign is intent on exploiting their silence.
  • Asked if she was comfortable with the language used by the GOP front-runner, RNC chair Ronna McDaniel told NBC's "Meet the Press" yesterday: "I am not going to comment on candidates and their campaign messaging."

📊 Scoop: Trump pollster sees Haley boosted by Scott exit

Trump pollster Tony Fabrizio is telling donors that former UN Ambassador Nikki Haley is likely to benefit most in Iowa from Sen. Tim Scott's (R-S.C.) surprise decision to end his campaign, according to a confidential memo obtained by Axios.

Why it matters: Fabrizio's findings in Iowa suggest that support for Florida Gov. Ron DeSantis — who is banking on a strong showing in the Jan. 15 caucuses — is "stagnant" despite Scott's exit, a widely praised debate performance and an endorsement from Iowa Gov. Kim Reynolds.

  • "Despite the narrative that the DeSantis team is trying to push, it's clear that other candidates dropping out is not causing voters to consolidate around him," the memo argues.
  • Trump continues to boast a massive lead in Iowa over Haley and DeSantis, who are in a "dog fight" for second place, Fabrizio found.

Zoom in: The poll of 600 likely Republican caucus-goers — conducted from Nov. 9-12 and commissioned by Trump's MAGA Inc. super PAC — found that 43% of Scott supporters picked Haley as their second choice, followed by Trump at 22% and DeSantis at 16%.

  • Given that Scott was only polling in the single digits, however, his withdrawal from the primary does little to cut into Trump's dominant lead, according to the memo.
  • Fabrizio's results align broadly with last month's findings by renowned Iowa pollster J. Ann Selzer, whose gold-standard survey had DeSantis and Haley tied for a distant second.

Why it matters: A string of GOP megadonors have begun indicating that Haley — who has gained momentum in recent polls — may be their best bet for a viable alternative to former President Trump.

State of play: Haley and DeSantis are competing for a distant second behind Trump, but a massive injection of cash from the elite GOP donor class could help close the gap in the early voting states.

  • Billionaire investor Stanley Druckenmiller told AP yesterday that he plans to back Haley after Sen. Tim Scott''s (R-S.C.) surprise decision to drop out of the race.
  • Metal refining magnate Andy Sabin, who had previously been fundraising for Scott, told CNBC he will decide how he can best help Haley after the Thanksgiving holiday.

🎲 Biden bets big on early ads

President Biden's re-election team has spent more than $50 million on TV and digital ads in swing states this year — and next to nothing on local organizers to begin reaching voters in person, Axios' Alex Thompson and Erin Doherty report.

  • Why it matters: The ad-heavy strategy breaks from President Obama's 2012 re-election. Obama invested millions in an army of organizers in swing states to contact voters up to 18 months before the election.

What's happening: Biden's team is focused on the idea that Americans are online and on their phones more than ever — and that meeting people there is just as important as meeting them on their doorstep.

  • The campaign believes that a ground game can be established next year and be as effective as Obama's.
  • Biden campaign spokesperson Seth Schuster said: "[W]e are building a campaign to win next November — not past elections."

🧮 By the numbers: By about this time during the 2012 election cycle, Obama had nearly nine times as many people on his campaign's payroll as the 38 workers Biden reported in the third quarter of this year.

Between the lines: Obama campaign veterans say organizing local teams was a key part of Obama's political identity in a way that it isn't for Biden. Some are skeptical that Biden could mobilize a similarly large crew of low-paid field organizers.

  • Biden's strategy is being overseen by White House deputy chief of staff Jen O'Malley Dillon, who also oversaw Obama's field program in 2012 as a deputy campaign manager.

🖼️ The big picture: Biden's strategy reflects a larger debate among political consultants about whether sprawling field programs are worth the cost.

  • Biden won the 2020 Democratic primary with much smaller grassroots operations than Sens. Bernie Sanders and Elizabeth Warren.

🕶️ What to watch: To reach voters digitally, Biden is launching pilot initiatives for content distribution and "micro-influencer programs" in Arizona and Wisconsin.

  • The campaign says it's hiring two dozen staffers for the programs, focusing on Black and young voters in Wisconsin, and Latino and women voters in Arizona.

Manchin says he would consider 2024 presidential run

Sen. Joe Manchin (D-W.Va.) said he would "absolutely" consider running for president in 2024 in an NBC interview on Wednesday, less than a week after he announced that he won't seek re-election to the Senate.

👀 Manchin "absolutely" considering White House bid

Sen. Joe Manchin (D-W.Va.) said today he's "absolutely" considering a presidential campaign, telling NBC News that it depends on whether he can "reinvigorate" the "moderate, sensible, commonsense middle."

Why it matters: Manchin's retirement dealt a huge blow to Democrats' chances of holding the Senate in 2024. But perhaps more importantly, it raised the prospect that he would run on a third-party presidential ticket that the White House fears could siphon votes away from Biden.

  • Some Manchin confidants expect him to tour the country and flirt with a White House bid for a few months. For now, they aren't convinced he'll actually pull the trigger, Axios' Hans Nichols reports.
  • Manchin told NBC he hasn't set a deadline for himself, but suggested he will decide around Super Tuesday on March 5 whether there's public appetite for a campaign.

Former President Trump's team is trying to build on the GOP's recent gains among Latinos with a strategy in Florida that's aimed at voters of Cuban, Venezuelan and Colombian descent — and that casts Trump as a victim of overzealous socialists.

  • This strategy was a big reason Trump chose Hialeah, Fla., as the site of his counter-programming rally during last week's Republican presidential debate, Axios' Sophia Cai and Martin Vassolo report.
  • "A lot of folks that fled Venezuela, Nicaragua, Cuba ... understand full well what political indictments look like," said Hialeah Mayor Esteban Bovo Jr., a Trump supporter.

🔎 Between the lines: Trump's strategy centers on South Florida. Next year, his team also will target Latino voters in South Texas, Arizona and Nevada with Spanish-language ads on the economy and border security.

  • Hispanics in those three states are more likely to support Democrats than those in Florida.
  • President Biden's team is planning an aggressive campaign for Latinos — particularly in the swing states of Arizona, Nevada and Pennsylvania.

🖼️ The big picture: Nationwide, Republicans have made gains among Latinos in recent years — they got 39% of the Latino vote in 2022, their highest in almost 20 years.

  • Trump made gains in Latino support in 2020; his 11-point gain among Latinos in Florida helped color the state red.

The other side: It's unclear whether Trump's "victim" strategy, which plays well in Florida, will resonate with Mexican Americans and other Latinos whose families' backgrounds don't involve fleeing authoritarian leaders.

Former UN Ambassador Nikki Haley's case as a viable alternative to former President Trump relies on the argument that her campaign is built to last past Iowa — unlike her rival Florida Gov. Ron DeSantis.

Why it matters: That theory appears to be backed up by a new CNN poll conducted by the University of New Hampshire, which found that Haley sits firmly in second place among GOP candidates with 20% of the vote after surging 8 points since September.

  • DeSantis, whose campaign has gone all-in on the Jan. 15 Iowa caucuses, is in fourth place — trailing former New Jersey Gov. Chris Christie — with just 9% of the vote.
  • With 40% support, former President Trump has a dominant 22-point lead over Haley — but 32% of GOP voters polled said they wouldn't vote for him in the primary "under any circumstances."

Between the lines: Primary season is all about momentum.

  • If Haley can outperform expectations in Iowa, where a recent poll showed she's tied with DeSantis for second, she'd be well-positioned to make a powerful statement in the New Hampshire primary eight days later.
  • Next up on the calendar would be South Carolina — where Haley was twice elected governor.

Yes, but: Christie is banking big on New Hampshire as well, and he could siphon anti-Trump and college-educated votes away from Haley if he stays in the race.

The Republican presidential field is smaller and shrinking faster than eight years ago, raising the chances former President Trump finds himself in a head-t0-head contest in some early primary states, Axios' Hans Nichols and Stef Kight report.

Why it matters: The goal for most remaining candidates is to make themselves the sole alternative to Trump, who is still heavily favored to win the nomination.

  • The faster they can get there, the better they like their chances.

Driving the news: Former UN Ambassador Nikki Haley has vacuumed up many of Sen. Tim Scott's (R-S.C.) major donors after her fellow South Carolinian dropped out last week.

What they're saying: The GOP consolidation is happening faster than anyone anticipated, multiple people involved in the campaigns tell Axios.

  • "The person that hurts the most is Donald Trump," Kristin Davison, the chief operating officer of DeSantis' super PAC, said on the rapidly shrinking candidate pool. "He was banking on a crowded field, well through Iowa."
  • "Maybe the debates are the cause, but what's really sped it up is Trump's total domination," said Scott Reed, a co-chairman of the PAC that was supporting former Vice President Mike Pence.
  • "There's a massive amount of pressure from everything from the establishment conservative media to donors for a non-Trump candidate — for that to coalesce," one GOP political strategist told Axios.
  • That puts more pressure on candidates to bow out and get behind someone else once it is clear they don't have a shot at being the one to take on Trump.

Yes, but: Not everyone is folding to the pressure: Former New Jersey Gov. Chris Christie's campaign sent a memo to donors Friday signaling he will stay in the race through the New Hampshire primary on Jan. 23 — and potentially well beyond.

The other side: Trump benefits from his semi-incumbent advantage and dominates in the polls. His team says it's not worried.

  • "We understand that there is a whole industry and game board built around the dungeons and dragons, pontificating political class about 'what ifs,'" said Chris LaCivita, a senior Trump strategist, told Axios.
  • "But the data does prove a consolidation — a consolidation behind Donald Trump against anyone in a head-to-head matchup," he added.

After Scott suspended his campaign last week, there are now eight active GOP candidates vying for the nomination, Hans and Stef write from Ballotpedia data.

  • In mid-November 2015, there were 15. Twelve of them stayed in until the Iowa caucuses on Feb. 1, 2016. Seven dropped out by Super Tuesday the following month.
  • By the end of November 2019, Democrats had 18 candidates — a record in the modern era. Joe Biden's resounding victory in South Carolina on Feb. 29, 2020, led to a dramatic consolidation of the field before Super Tuesday.
  • That set up a spring contest between Biden and Sen. Bernie Sanders (I-Vt.), with Democrats deciding the more moderate candidate represented their best chance to defeat Trump.

The bottom line: Last week's GOP debate in Miami — two months before the Iowa caucuses — had five participants. Next month's will likely have four or fewer, depending on who meets the more stringent qualifications.

Another ugly poll for Biden — this time from NBC News — shows the president's approval rating has hit a new low of 40%, and that he's trailing Trump for the first time in 16 editions of the survey dating back to 2019.

Why it matters: Each round of bad polling produces a polar reaction from the two main factions of the Democratic Party — a dynamic that's likely to grow more intense if the trend continues in the coming months.

  • Biden skeptics see the polls as evidence the president — who turns 81 tomorrow — should drop out before he facilitates Trump's inevitable return to the White House in 2024.
  • The Biden campaign and its allies largely brush off and even mock the Democratic "bed-wetters," insisting that polls are meaningless this far out from the election.

Between the lines: New York Times polling guru Nate Cohn laid out two sets of facts on X that both sides would do well to internalize:

  1. "It's a year before the election, so polls aren't 'predictive,'" wrote Cohn, who analyzed the NYT/Siena battleground polls that triggered so much consternation this month.
  2. "The voters know these candidates well, so what they say is worth taking seriously. Indeed, campaigns taking it seriously may even contribute to changing the numbers over the next years."

Zoom in: CNN's Harry Enten has his own helpful analysis on Biden's "near-historic deficit" as an incumbent president — which again, isn't necessarily predictive of what will happen in 2024.

  • Over the past 80 years, the only incumbent to trail his opponent one year out from the election was Trump — who was behind Biden by about 10 points in November 2019.
  • Trump did not lead Biden in any national poll that met CNN's standards for publication the entire 2020 cycle; so far this cycle, Trump has already led Biden in 17 such surveys.

The bottom line: "We're going to have to earn our re-elect, there's no doubt about it," Vice President Kamala Harris told CNN on Sunday, reflecting the "serious but not predictive" perspective on Biden's bad polls.
