President Biden's re-election campaign is deploying California Gov. Gavin Newsom (D) to the second Republican presidential debate on Wednesday in Simi Valley, Calif., Biden campaign advisers tell Axios' Alex Thompson.

GOP frontrunner Donald Trump isn't likely to attend the debate. But Biden's team also is deploying top officials — including campaign manager Julie Chávez Rodríguez — to contrast the president's agenda with what they call "MAGA Republicans' extreme and out of touch views."

  • The debate at the Ronald Reagan Presidential Library will be hosted by Fox Business and Univision. So the DNC is focusing its messaging on economics and Latino voters.

The Washington Post says: Don't believe our own poll! And ABC News has extensive nuance that takes out some of the sting for Democrats. But you'll hear a lot about this from former President Trump:

  • A Post-ABC poll this morning has Trump beating President Biden by 10 points — 52% to 42% — among registered voters in a hypothetical 2024 national matchup (1,006 U.S. adults, with an error margin of ± 3.5 points).

Why it matters: The gap is an outlier. But the results follow the pattern of nearly every other poll, which all show Biden facing major red flags for re-election, Axios' Josh Kraushaar tells me.

🥊 Reality check: There isn't a national election. What will matter is the result in the six swing states of Arizona, Georgia, Michigan, Nevada, Pennsylvania and Wisconsin.

🖼️ The big picture: Trump's sizable lead "is significantly at odds with other public polls that show the general election contest a virtual dead heat," The Post says in a front-pager.

  • The differences "suggest it is probably an outlier."

Also today, an NBC News poll has Biden and Trump tied among registered voters, 46% to 46%.

  • But Biden's disapproval in both polls is 56% (a record in the NBC poll) — dangerous territory for any incumbent.

🧠 What's happening: ABC News' Gary Langer, one of the most respected pollsters, is less dismissive, but says a few factors help explain the 10-point gap.

  • The result is "up 3 points for Trump and down 2 points for Biden from an ABC/Post poll in February, shifts that are not statistically significant."
  • "Biden's poor performance ratings, the extent of economic discontent, the immigration crisis and doubts about his age clearly are relevant. All have been the subject of extensive recent news coverage ... Trump, meanwhile, has used his criminal indictments to bolster his base."
  • "Question order can be a factor. ... [T]his survey asked first about Biden and Trump's performance ... Since many results are negative toward Biden, it follows that he's lagging in 2024 support. Nonetheless, those sentiments are real."

Langer also points to "message-sending":

"Biden is broadly unpopular ... [W]herever they end up in more than a year, a substantial number of Americans today are taking the opportunity to express their displeasure."

Among respondents who say Trump should be prohibited by the Constitution from serving again, 18% support him over Biden, Langer adds:

  • "Such people seem to be expressing their antipathy toward Biden, not their support for Trump."

📊 Poll of the week: Trump's splintered opposition

A new CNN/University of New Hampshire poll illustrates how divided the Trump opposition is in the presidential primary.

  • Trump leads the field with 39% of the vote in New Hampshire, a solid but unspectacular showing that could leave him vulnerable to a one-on-one matchup.
  • But the next four candidates — Vivek Ramaswamy (13%), Haley (12%), former New Jersey Gov. Chris Christie (11%) and Florida Gov. Ron DeSantis (10%) — almost evenly split the runner-up votes.

Why it matters: This is the GOP's collective action problem in a nutshell. No one has any incentive to drop out of the race early, but as long as the field remains this large, Trump's odds of winning the Granite State are significant.

  • Christie, whose high negatives with GOP voters make it very difficult for him to win the nomination, said he's sticking in the race until New Hampshire — the state where he's focused all of his attention and resources.

By the numbers: DeSantis' decline stems from a significant drop-off among moderates. He won 26% support from moderates in July, but only 6% now.

  • DeSantis looked like the consensus Trump alternative, but as a candidate he has positioned himself to Trump's right (particularly on abortion) in an appeal to evangelicals in Iowa. That's made him less politically palatable with a more-moderate GOP electorate in New Hampshire.
  • Each Trump alternative has found their own niche: Christie is a hit with independents and Democrats who plan to vote in the GOP primary (38% support); Haley is overperforming with college graduates (18% support); and Ramaswamy is tied with Trump among younger GOP voters (35% support).

The bottom line: Here's why Trump is still the dominant GOP front-runner: Even some of those not inclined to vote for him view him as the most electable nominee.

  • Over half (51%) of Republican voters think Trump has "the best chance" to win the general election. The closest runner-up: DeSantis, at 16%.

Activists' push to use the 14th Amendment to block former President Trump from state ballots hasn't gained traction:

  • State election officials have been reluctant to act before courts weigh in, Axios' Erin Doherty reports.

Why it matters: This shatters a big dream of resistance Twitter, demolishing one of the huge X factors for the 2024 election.

What's happening: Groups in at least eight states urged elections officials to disqualify Trump based on Section 3 of the 14th Amendment, which bans anyone who's taken part in a rebellion against the government from holding a state or federal office.

  • But secretaries of state won't act unilaterally to ban Trump. Instead, they're looking to the courts to rule on whether his actions leading to the Capitol riot on Jan. 6, 2021 are disqualifying.

"We're not the eligibility police," Michigan Secretary of State Jocelyn Benson (D) told Axios. "We are responsible for ensuring that basic facts are met to get someone on the ballot."

  • "If we become political actors instead of election administrators, then we risk being a part of ... the deterioration of democracy," Benson said.

New Hampshire Secretary of State David Scanlan (R) said at a news conference this month that a decision by an elections official without a court ruling first could create "chaos, confusion, anger and frustration."

Fox News' Dana Perino tells Axios' Alex Thompson she didn't try to persuade former President Trump to attend the second GOP presidential debate, which she'll co-moderate Wednesday at 9 p.m. ET.

  • "Personally, no. I did not," she said. "I think that he had already made it clear ... he wasn't going. And so I didn't reach out."
  • Wednesday's debate — at the Ronald Reagan Presidential Library in Simi Valley, Calif. — will be co-moderated by Perino, Fox Business' Stuart Varney and Univision's Ilia Calderón.

State of play: With a large polling lead, Trump's team has concluded he doesn't need to participate in the debates.

  • So Perino took a different approach than her colleague Bret Baier, who personally called Trump to pitch him on attending the first GOP debate.

Over the last 72 hours, former President Trump's daily torrent of online grievances crossed — not for the first time — into musings about "treason" and the execution of his political enemies.

Why it matters: Despite claims of a strategic "pivot" to the general election, Trump appears committed to the same unrestrained, sometimes violent rhetoric that alienated many independent voters in 2020.

  • The Biden campaign, which has relentlessly sought to brand Trump and his allies as "extreme," is taking notice.

Driving the news: Trump began the weekend by accusing retiring Joint Chiefs Chairman Gen. Mark Milley of a "treasonous act," after The Atlantic published a profile detailing how the nation's top general navigated the Trump presidency.

  • "This is an act so egregious that, in times gone by, the punishment would have been DEATH!" Trump posted on Truth Social, referring to Milley's reassurance to his Chinese counterpart in the days after Jan. 6 that the U.S. would not suddenly attack China.
  • 48 hours later, Trump again invoked "treason" — this time, vowing to use the presidency to investigate NBC News parent company Comcast over its "one-sided and vicious coverage."

The intrigue: The Biden White House took the rare step of responding to Trump's attack on NBC this morning, potentially previewing a more aggressive stance toward the former president's online diatribes.

  • "To abuse presidential power and violate the constitutional rights of reporters would be an outrageous attack on our democracy and the rule of law," White House spokesman Andrew Bates said in a statement.

The big picture: On at least three other fronts this weekend, Trump's online missives aligned to a remarkable degree with the Biden campaign's messaging about its likely Republican opponent.

  • Abortion: Trump boasted of his role in the Supreme Court overturning Roe v. Wade and claimed there "would be no talk of a six-week ban" on abortion "without me" — even as he criticized some Republicans for opposing exceptions to strict abortion laws.
  • Voting rights: Trump attacked Pennsylvania Gov. Josh Shapiro (D) for implementing automatic voter registration — calling it "a disaster for the Election of Republicans, including your favorite President, ME!"
  • Government shutdown: Trump urged House Republicans to embrace a maximalist position in order to change Biden's border policies and intervene in his criminal cases: "UNLESS YOU GET EVERYTHING, SHUT IT DOWN!" he demanded.

Reality check: While the Biden campaign seems content to allow Trump to assemble his own opposition file, a spate of recent polls suggests the former president's erratic rhetoric may already be priced in for many voters.

  • Trump's incendiary statements no longer command headlines to the extent they once did, with elected Republicans frequently waving them away as "Trump being Trump."
  • Perceptions of Biden's age and economic record, meanwhile, have driven his disapproval rating to the highest of his presidency.

  • Why it matters: That's down one from the first debate. Former Arkansas Gov. Asa Hutchinson didn't make the cut.

GOP's "Survivor" debate

The first presidential primaries are still more than three months away, but tonight's debate feels like one of the last chances for someone other than Trump to emerge as a major contender for the GOP nomination, Axios' David Lindsey writes.

Why it matters: The candidates seem to sense the urgency too. Once reluctant to take on Trump as they tried to skim support from his MAGA base, several now are taking aim at the GOP front-runner, who's skipping the debates.

What they're saying: "He's running on a lot of the same promises he ran on in 2016 and didn't deliver on," Florida Gov. Ron DeSantis told Fox News' Laura Ingraham this week, calling out Trump for failing to get Mexico to pay for a border wall and eliminate the national debt, among other things.

  • "Thin-skinned and easily distracted," former UN ambassador Nikki Haley said of Trump recently in New Hampshire.
  • "He used to be good on foreign policy," Haley added, "and now he's starting to walk it back, and get weak in the knees when it comes to Ukraine."

Between the lines: The stepped-up rhetoric reflects the "Survivor"-like nature of a run for a party's presidential nomination.

  • As contestants drop out, the key to winning for most is simply to stay in the game and make it to a 1-on-1 battle.
  • That's why tonight's debate at the Ronald Reagan Presidential Library in Simi Valley, California, seems especially crucial to DeSantis, Haley and Vivek Ramaswamy, the entrepreneurial showman who helped himself during the first debate in Milwaukee.

Haley was perhaps the biggest winner coming out of the first debate.

  • She jumped in several state and national polls, particularly in the early voting states of New Hampshire, Iowa and her home state of South Carolina.
  • In Milwaukee, Haley was able to draw a contrast between her views and the more hardline conservatism touted by Trump, DeSantis and Ramswamy, casting herself as more of a traditional moderate who would have a better chance of winning a national election.
  • Some polls support her on that: A recent CNN survey indicated that among all the GOP contenders — including Trump — she's the only one who'd win a matchup against President Biden.

For DeSantis, the debate represents a chance to claw back support that has been draining from his campaign almost since the start.

  • He remains second to Trump in GOP polls — but a distant second, and many Republicans' disappointment in his effort has become a signature of the campaign's early months.

Deflated debate

Chaos reigned in the second GOP presidential debate, which brought together seven candidates collectively polling at 37% — 16 points below former President Trump, Axios' Zachary Basu and Alex Thompson report.

Why it matters: In a debate marred by the candidates talking over each other — often with three or more talking at once — none of the seven showed signs of making a dent in Trump, who was in Michigan.

  • "Does anybody see a V.P. in that group? I don't think so," Trump quipped as he counterprogrammed the debate with a speech just before show time.

Between the lines: Trump has paid no price for skipping the debates. His polling share has actually increased from 52% to 54% since the August affair — and he looks set to steamroll his way to the GOP nomination absent a political earthquake.

  • As the two-hour spectacle wound down at the Ronald Reagan Presidential Library in Simi Valley, Calif., strong performances by Florida Gov. Ron DeSantis, former UN Ambassador Nikki Haley and Sen. Tim Scott (S.C.) seemed unlikely to reshape the race.

Our takeaways:

1. Trump loomed.

  • DeSantis finally made his move at Trump after ignoring the former president during the first debate: "Donald Trump is missing in action. He should be on this stage tonight."
  • Former Gov. Chris Christie dubbed Trump "Donald Duck" for skipping the debates — a line that produced groans from the audience but achieved its apparent goal of trending on social media.

2. Haley: "Bring it!"

  • Haley, who saw the biggest polling boost after her first debate performance, was sharp on policy details and came prepared to brawl — including by launching the first attack DeSantis had faced in either of the two debates.
  • The former South Carolina governor had a heated exchange with Scott, at one point responding: "Bring it, Tim."
  • "Honestly, every time I hear you, I feel a little bit dumber for what you say," Haley snapped at Vivek Ramaswamy after he defended his campaign's decision to join TikTok.
  • In a sign of Haley's rise, the Trump campaign circulated a fact sheet titled: "The Real Nikki Haley."

3. Knives out for Vivek.

  • Former Vice President Mike Pence piled on Ramaswamy over his business dealings in China: "I'm glad Vivek pulled out of his business deal in 2018 in China. That must have been about the time you decided to vote in presidential elections."

The other side: California Gov. Gavin Newsom (D), who was in the post-debate spin room to make the case for President Biden, gleefully jumped between TV hits — including on Fox News.

  • Newsom called the debate "JV — it's XFL, it's veepstakes, maybe."

The bottom line: Trump's absence deflated the debate. The media area had dozens of empty seats.

The attack on Israel is testing the "America First" views shaping the GOP race for president, as the party's leading candidates —Donald Trump and Ron DeSantis — resist sending U.S. military aid abroad, Axios' Sophia Cai writes.

  • Why it matters: Trump's big lead in 2024 GOP polls reflects how deeply his isolationist views have realigned the party's norm on foreign policy.

The former president and the Florida governor oppose sending more military aid to Ukraine — but have been less direct about how their "America First" platforms apply to war aid for Israel, one of America's closest allies.

  • On the other side of the coin are Nikki Haley, Tim Scott, Mike Pence and Chris Christie, who definitively support more military aid to Ukraine and boosting aid to Israel — a more traditional, hawkish Republican view of U.S. leadership on the world stage.

Trump has declared that Israel has "never had a better friend in the White House" than when he was president.
