On Monday, October 9, former Texas Representative Will Hurd announced on X, formerly Twitter, that he was suspending his campaign. He acknowledged that his team was able to match “the accomplishments of many” others “who had significantly higher name ID and cash advantage,” but in the end, it wasn’t enough. Why it matters: The memo goes on to defend Scott as "the only candidate running a different campaign" than Trump alternatives like Florida Gov. Ron DeSantis and former U.N. Ambassador Nikki Haley, insisting there's a path forward.

  • But for a PAC that had boasted of its massive $40 million fall reservation in July, the acknowledgment that "the field has not cleared" is an obvious cause for alarm.
  • Scott is currently polling at around 2% nationally — seventh among all Republican candidates.

Why it matters: Cheng will be part of the small White House team setting the direction for President Biden's official re-election campaign.

Tim Scott's big spending gamble

The presidential campaign of Sen. Tim Scott (R-S.C.) racked up a burn rate of more than 260% in the third quarter of 2023, leaving him at risk of going into debt by the Iowa caucuses in January, Axios' Erin Doherty and Alex Thompson report.

  • Why it matters: Scott transferred $22 million from his Senate committee and has more cash than many of his rivals. But he'll need to curtail his spending or find new donors as his existing ones max out.

Scott's team brought in $4.6 million during the third quarter — but spent close to $12.4 million.

  • A stark comparison: The campaign of former UN ambassador Nikki Haley brought in $8.2 million — but spent just $3.5 million in that time.

Six of Scott's campaign aides make about the same or more as the highest-paid person on the payroll for the campaigns of Haley and Florida Gov. Ron DeSantis, according to FEC filings.

  • Some operatives on other campaigns aren't on the official payroll and are paid through other entities.
  • Scott had 54 people on payroll in the third quarter, compared to 29 for Haley. DeSantis had 63 people on his payroll at the end of September, after he cut more than one-third of his staff in July.

Reality check: Scott still has $11.6 million to spend in the primary, compared to Haley's $9.1 million and DeSantis' $5 million.

Scott communications director Nathan Brand told Axios: "Heading into Iowa, Tim Scott is the most liked candidate, with the 2nd most resources, and the only evangelical who can win."

Entrepreneur Vivek Ramaswamy said yesterday during a visit to the Axios newsroom in Arlington, Va., that he expects his campaign to deliver a "surprise result" at the Iowa GOP caucuses on Jan. 15 — 82 days from now.

🗳️ Biden yawns at primary foe

President Biden's re-election campaign responded with a shrug as Democratic Rep. Dean Phillips jumped into the presidential race, Axios' Alex Thompson reports.

  • Why it matters: Polls indicate most Democrats prefer that Biden not run again. But the president's campaign is so confident he'll be the party's nominee that it's essentially ignoring Phillips and focusing on swing states.

A sign of that confidence: Biden pushed for South Carolina to hold the first Democratic contest of the primary season with delegates at stake. But his campaign has no staff there, and is relying on the state party in the Feb. 3 primary.

  • Phillips — whose run for president will focus on the 80-year-old Biden's electability — tried to talk with Biden twice in recent weeks. The White House told him the president was unavailable.

💡 Between the lines: Biden won South Carolina big in the 2020 primary. But some Palmetto State Democrats worry that his team is too confident now.

  • "The first rule of politics: Don't take anything for granted," Trav Robertson, chair of the state's Democratic Party from 2017 until earlier this year, told Axios.

🖼️ The big picture: Phillips, 54 — a businessman who represents Minnesota in Congress — is an enormous underdog. He enters the race in the final months before voting begins, with little name recognition or national profile.

  • One of the wealthiest members of Congress, he can self-fund his campaign to try to make up ground.

Phillips' campaign message largely points to polls indicating that Biden is in danger of losing to Trump next year. He has typically voted with Biden and has few clear issue differences with the president.

Behind the Curtain: Biden's horror shows

President Biden's White House is stuck in a split-screen reality — spiraling war threats overseas and spiraling political problems at home. Both are horror shows for re-election, Axios' Jim VandeHei and Mike Allen write.

  • Why it matters: Top officials believe Biden has been at his best in managing the early days of the Israeli-Hamas war. But they privately concede things have never been worse politically since the 80-year-old took office.

Most troublesome: It's hard to see how to brighten his public image on issues haunting the American public — crime, immigration, inflation, race, trust. And now two divisive wars America didn't start.

  • Biden's top aides "are deeply frustrated, and somewhat bitter," said one backer in frequent touch with the West Wing. "They think he's doing a great job — and by many measures, he is."

But private polls show the same hurdle as public ones — brutally and stubbornly low popularity broadly, and on topics animating voters:

1. He's tied or trailing former President Trump nationally and in swing states — even though Trump was indicted four times on 91 felony counts and is spending many days in court (and storming out).

2. Biden gets crushed on his handling of immigration, crime and inflation — none of which will likely turn around in time to put a new spring in his step.

  • It's not death by one issue, but by half a dozen hitting at once. "The load-bearing wall breaks," one Biden official conceded.

3. Many of Biden's own voters don't want him to run — a daunting design flaw for a re-election campaign.

What to watch: Election Day is 53 weeks away, and Biden needs to excite young voters, Black voters and Hispanic voters.

  • His core constituency is unlikely to vote for Trump. But Democrats are concerned about a combination of voters staying home or backing a third-party candidate.
  • Dems won in 2020 because of massive turnout. Now, many of Biden's base voters are over him. To try to rev them up, Democrats plan to lean into Trump, abortion and rising cultural issues, including book bans.

Here's where things get trickier. Among the pitfalls ahead:

1. It's hard to see a big new idea that could pass Congress and move the needle with the public. The White House slammed so many chips on Bidenomics, which is getting results in reality but has been a flop politically.

  • That leaves West Wingers banking on Trump hatred, not Biden love (or even liking) to carry them.
  • The Biden campaign has spent $10 million and counting on TV ads, mostly touting Biden — and his polls haven't moved. If anything, they've gone down.

2. Top Biden backers worry they're one trip or stumble or brain glitch away from another round of Biden's-too-old hand-wringing.

  • Axios told you about the strategy to mitigate it. But voters see him as hesitating, faltering and often confused.
  • It's a visible weakness that can't be fixed or changed, as one veteran of presidential politics points out.

3. Hunter Biden likely will remain in the headlines through Election Day as he battles criminal charges and House Republicans push impeachment against his dad.

4. House Republicans have made themselves a laughingstock with their speaker fracas over the past month. But Speaker Mike Johnson says he'll continue the impeachment inquiry.

What they're saying: Biden advisers point out that year-out predictions are rarely right. Politics aren't static. Individual pieces of Bidenomics are popular. And they say 53 weeks is actually lots of time: Voters will decide next fall — after hundreds of millions have been spent by each side — not this fall.

  • In October 2011, 13 months before former President Obama's re-election, a Quinnipiac poll had his approval hitting an all-time low.

Yet many top figures in both parties agree on this brutal calculus:

  • Trump is the only viable Republican that Biden can defeat. And Biden and Vice President Harris are the only Democrats that Trump could defeat.

What's next: The Middle East war gives the president a chance to project stable leadership ahead of a general election that could boil down to Biden's age vs. Trump's character.

  • But the White House knows the war will likely widen. One Biden insider said about the war: "The most pessimistic scenario is the most likely outcome."

Biden's 1979 moment

President Biden is running for re-election at a time when the world appears to be in chaos.

  • On the foreign policy front, his presidency is playing out similarly to that of the last Democratic president who failed to win a second term: Jimmy Carter.

Why it matters: Three destabilizing overseas crises have taken place during Biden's presidency: The chaotic U.S. withdrawal from Afghanistan, Russia's invasion of Ukraine, and now, the prospect of a regional war in the Middle East.

  • The chaos across the globe is leading many Americans to conclude that we're facing a moment of historic danger, as Axios CEO Jim VandeHei and co-founder Mike Allen describe it.
  • That sense of fear and dread — on top of widespread economic anxiety — is very bad news for any president running for re-election.

Zoom out: There are some striking similarities to the political challenges Biden is facing and the headwinds faced by former President Carter, who was dragged down by twin foreign policy crises heading into his re-election.

  • Carter's demise was fueled by the 1979 Iranian Revolution that ousted the pro-American shah for an Islamic fundamentalist regime still in power today. The Iranian regime's holding of dozens of American hostages dominated the headlines — and drained Carter's political capital — through his re-election campaign.
  • In December 1979, the Soviet Union invaded Afghanistan, prompting the Carter White House to take a harder line with the Soviets. But that newfound toughness did little to change American perception that the world was adrift.
  • Once again, a Democratic president is facing wars fueled by Iran (led by Hamas and Hezbollah, its proxies in the Middle East) and Russia. Once again, American hostages are being held — and the U.S. looks like it's struggling to deter its enemies.

Between the lines: Like Carter, Biden faces softening support from a key part of the Democratic coalition: young, progressive voters.

Zoom in: Voters' concern with Biden is mainly over his age and ability to handle the stress of such a taxing job. The major vulnerability for Carter, who faced a serious primary threat from Sen. Ted Kennedy in 1980, was his political inexperience — raising worries he was in over his head as overseas crises worsened.

Reality check: In a best-case scenario for Biden — one in which Israel effectively takes out Hamas without a wider war and Ukraine gains ground repelling Russia — he could receive a commander-in-chief bump.

The bottom line: The demand for global leadership against hostile powers, which Biden articulated clearly in his Oval Office address last week, is running up against a growing isolationism and dismissiveness of America's role as a guarantor of global security — within both parties.

  • Biden will need to convince Americans he's up for the job. His message, so far, has been clear. But his actions will have to speak louder than words — in an increasingly volatile world.

President Biden's super PAC is calling for a new strategic focus on voters who dislike both Biden and former President Trump, seeing them as a potential "tipping point" in key battleground states like Wisconsin.

Driving the news: A recent internal poll found that Biden and Trump are tied, 50%-50%, in the three biggest Rust Belt battlegrounds, all of which flipped to Biden in 2020.

  • The poll of 3,000 voters in Michigan, Pennsylvania and Wisconsin — conducted in late September by the Democrats' polling firm GQRR — shows Biden will be facing a tougher political environment than he did in 2020.
  • Biden carried Michigan by 3 points, and won Pennsylvania and Wisconsin by 1 point apiece last election.

Between the lines: The poll pushed respondents to choose between Biden and Trump, even though some voters are still undecided. There will also be third-party candidates on the actual ballot in 2024.

By the numbers: The most significant takeaway is the voting preferences of the voters who claim they don't like Biden or Trump (16% of respondents).

  • Among these "double haters," Trump leads by 3 points over Biden (51%-48%). Trump won these voters by 17 points in 2016 over Democratic nominee Hillary Clinton, but Biden and Trump were statistically tied among them in 2020.
  • These "double-haters" are more likely to be men, hold college degrees and identify as Republicans.
  • Despite Trump's narrow edge among these disaffected voters, more of them view Trump "very unfavorably" (59%) than Biden (49%).

What they're saying: "Given the razor-thin margins in these battleground states, especially Wisconsin, our focus must shift to engage and understand the 'No-No' voters. They could be the tipping point," GQRR pollster Elizabeth Sena wrote.

Haley and Florida Gov. Ron DeSantis are tied at 16%. Haley was at 6% in the first poll in August. DeSantis was at 19%.

GOP's consolidation curse

The GOP primary has officially entered the season of consolidation — a race within a race that will test the ego and rationality of every candidate committed to stopping Donald Trump from winning the nomination.

Why it matters: Even in a best-case scenario for anti-Trump Republicans — one that sees the field consolidate around Florida Gov. Ron DeSantis or former U.N. Ambassador Nikki Haley — the path to defeating the former president appears exceedingly narrow.

Driving the news: Former Vice President Mike Pence this weekend became the most prominent candidate to drop out of the race, an early but inevitable exit that doubled as a warning shot to other Republican stragglers.

Zoom in: A new Iowa poll by renowned pollster J. Ann Selzer found Trump is the first choice for 43% of likely Republican caucusgoers, giving him a commanding and stable lead over the rest of the field.

  • DeSantis and Haley are tied for a distant second at 16% each, but support for Haley has surged 10 points since August — bolstering the narrative that she's the only non-Trump candidate with sustained momentum.
  • Haley has long pitched herself as the most electable candidate, and her growing coalition of suburbanites, college-educated voters, independents and other anti-Trumpers appears to support that case.

But here lies the GOP's consolidation conundrum:

  • Even if DeSantis drops out before Iowa — and every indication is he won't — just 27% of his supporters named Haley as their second choice. An astonishing 41% said they would choose Trump.
  • In other words, the bloc of MAGA-adjacent voters that support DeSantis could boost Trump near the 50% mark in Iowa, cementing his dominance in the first-in-nation caucuses.

Yes, but: Without consolidation, Trump appears very likely to romp to victory anyway — a Catch-22 that underscores the depth of the challenge facing anti-Trump Republicans.

What they're saying: "If Haley comes in a clear second in Iowa, DeSantis should absolutely drop out. But absent evidence she can win more of the Trump-friendly voters to whom DeSantis currently appeals, that would still put her on a path to a 65-35 or 60-40 defeat," tweeted conservative New York Times columnist Ross Douthat.

What to watch: Just 41% of Iowa caucusgoers said their mind is already made up — a figure that CNN's Harry Enten called "the best metric for those who are hoping Trump isn't going to be the nominee."

Democrats outperformed in the 2022 midterms despite Biden's poor approval rating.

  • One reason: Biden's polling weakness — especially among Black, Hispanic and young Americans — is "almost entirely concentrated among the voters who stayed home last November," according to New York Times data guru Nate Cohn.

Why it matters: This bloc of less engaged voters may now be "the single biggest problem" facing Biden's re-election bid, Cohn argues.

  • Democrats who voted in the midterms support Biden over Trump in 2024 by a margin of 93% to 3%, while those who stayed home support the president 67% to 15%, according to New York Times/Siena College polls over the last year.
  • Biden 2020 voters who did not turn out in the midterms support his re-election bid 79% to 6%, compared to a 91% to 3% edge among those who did vote last November.

What to watch: The challenge is concentrated among voters who still consider themselves Democrats, Cohn points out, meaning they should be more predisposed to returning to Biden's side.
