Members phkrause
Here's what to expect as climate talks begin in oil-rich UAE Participating countries at a U.N. climate summit are hoping to agree over the next two weeks on new ways to keep the planet from heating too much by the end of the century. The United Arab Emirates is all set to welcome thousands of attendees, but there is lingering doubt about how far the oil-rich country will go to help address a crisis driven largely by fossil fuel use. Read more. Why this matters: Few experts and policymakers expect a big breakthrough from this year’s talks. Burning fossil fuels that send carbon into the atmosphere remains the main cause of global warming. The 2015 Paris climate accord set a target to cap the rise of global temperatures at 1.5 degrees Celsius since the start of the industrial era – and the world is so far falling far short. Many experts say to meet that target, production of carbon in the atmosphere must peak next year and drop by nearly half by 2030. The Earth has gotten hotter since last year’s conference in Egypt. Some experts say 2023 is already the hottest year ever recorded. Governments from developing nations want help to battle the fallout from warming that hits them especially hard and has arisen through no or little fault of their own. Rich-world countries will try to score political points in the global community, whether by providing handouts or sharing know-how from their economic engines to needy nations, without forgetting their constituencies back home. Signs are growing that the world is increasingly ill-prepared to curb climate change. Developing countries want to benefit from the luxuries that the rich world has long enjoyed — often by churning out huge amounts of carbon. Purchases of gas-guzzling SUVs and bigger cars are growing across the globe, even as electric vehicles make greater inroads. Members phkrause
🌍 COP28's backdrop: Earth's hottest year Data: CICERO. Chart: Tory Lysik/Axios Visuals DUBAI — Each COP summit tends to inch the world forward toward a lower carbon future. Yet after 27 of these meetings, one thing is abundantly clear: Global emissions, as well as the resulting uptick in worldwide average temperatures, are dramatically outpacing outcomes from the COP process, Axios' Andrew Freedman writes. 🔭 Zoom out: Judging a COP's success or failure depends on the eye of the beholder; coming during the final month of the hottest year in Earth's recorded history, perhaps the climate itself should be the arbiter. 🔬 Zoom in: The role of these summits is not to directly control an emissions knob, but rather to set the terms of debate and help countries determine how ambitious their climate programs should be. But at the end of the day, it's up to each nation, through their voluntary pledges, to decide how to make the energy transition. The bottom line: One test to apply after Dubai is whether this summit helped in bending the emissions curve downward, thus preventing more significant climate-related damage later on. Members phkrause
Why COP28, the UN climate talks, are worth your attention The annual U.N. climate talks are nearly two weeks of delegates meeting. They use wonky terms like “NDCs,” “1.5 degrees” and “loss and damage." Any final decision is nonbinding, meaning countries can agree to something and then not keep their promise. But in the long term, there are reasons why the talks can prove worthwhile. Read more. Why this matters: The talks exert peer pressure and produce clear goals. The push for compliance — in a public forum — is a key part of COP that results in plans by countries to reduce their use of oil, gas and coal, and lay out how they might adapt to impacts of extreme weather events. They frame debates. Today, many discussions of climate — from reducing emissions to paying for green energies — are framed around the idea that rich countries are historically responsible for the current situation and thus have a moral imperative to pay more to confront it. They foster slow, but solid, progress. While many factors have gone into lowering the curve on emissions, U.N. climate negotiations have undoubtedly been a central factor. Read more. Why this matters: As Ukraine announced a 450 million euro ($489 million) expansion Monday of a wind farm in its Mykolaiv region, officials highlighted how its turbines would be spread far enough apart to survive any Russian missile attack. The energy grid expansion comes as Russia still occupies Europe’s largest atomic power plant in Ukraine, the Zaporizhzhia nuclear power plant, and fighting still endangers others. Last winter, Russia destroyed about half of Ukraine’s electricity infrastructure by firing thousands of missiles and drones at power plants. People endured hours without electricity and water during the coldest months in what Ukrainian officials described as “energy terror.” Ukraine says it has repaired that damage during the summer, but the largest-ever wave of Russian attacks last month has renewed fears that its grid will come under attack again. Members phkrause
Delegates at UN climate talks in Dubai agree to ‘transition away’ from planet-warming fossil fuels The central document — the global stocktake that says how off-track the world is on climate and how to get back on — was approved Wednesday, in a move the talks chief called historic, despite critics’ worries about loopholes. Read more. Why this matters: The proposal is the third version presented in about two weeks and the word “oil” does not appear anywhere in the 21-page document, but “fossil fuels” appears twice. The text appears to allow for the continued use of transitional fuels, a code word for natural gas that also emits carbon pollution. The Alliance of Small Island States said in a statement that the text “is incremental and not transformational. We see a litany of loopholes in this text that are a major concern to us.” The new proposal also does not go so far as to seek a “phase-out” of fossil fuels, which more than 100 nations had pleaded for. Instead, it calls for “transitioning away from fossil fuels.” That transition would be in a way that gets the world to net zero greenhouse gas emissions in 2050 and follows the dictates of climate science. Members phkrause
Historic steps ... big caveats Illustration: Annelise Capossela/Axios DUBAI — It took 30 years of climate summits — and one with an oil company CEO as its head — to bring the first mention of moving away from fossil fuels into the agreement text, Axios' Andrew Freedman reports. Why it matters: The COP28 agreement adopted early this morning in Dubai was billed as "the beginning of the end" of the fossil-fuel era, as the top UN climate official put it. But it'll require many more actions, including steps left vague in this deal, to truly bend the global emissions curve. The historic agreement signals to governments, markets and activists that scaling up renewables — by tripling worldwide renewable energy capacity by 2030, while scaling down fossil fuels — is a priority of world leaders. There's usually high drama at these summits. But this year's petro-state location — and COP28 head Sultan Ahmed al-Jaber's oil industry job — amplified the intrigue. 🔎 The fine print: Critics point to the weakness of the agreement's verbs ("calls for" isn't as strong as "directs") and lack of hard emissions targets. Vulnerable nations had sought an agreement that would ensure their survival, which studies show depends on limiting global average warming to 1.5°C above pre-industrial levels. 🕶️ What to watch: Given the amount of warming that's already occurred and the speed of climate change, this agreement does little to alter the high likelihood that the 1.5° guardrail will be busted in the next decade or two. The bottom line: This agreement marks a big step forward toward a world with lower greenhouse gas emissions. But it doesn't match what science says is needed to avert more devastating climate impacts — namely to cut global emissions by 43% relative to 2019 levels by 2030. Go deeper.
