Universal Music — the recording industry giant that controls about a third of the global music market — is yanking its songs from TikTok after today.

Tensions between Congress and TikTok have reached a boiling point ahead of a high-stakes House vote — scheduled for Wednesday — that could lead to a U.S. ban of the massively popular video app.

Why it matters: Intense lobbying is underway on both sides of the bipartisan bill, which would force Beijing-based Bytedance to divest its ownership of TikTok within 165 days. TikTok CEO Shou Zi Chew is expected to visit Capitol Hill this week as part of the company's full-court press.

  • If passed and signed by President Biden, the bill would have major implications for the U.S. election, national security, the social media ecosystem, small businesses, America's youth and more.
  • Divisions within the Republican Party over banning TikTok have erupted at the eleventh hour, following former President Trump's head-scratching reversal on a policy he championed in office.

Driving the news: In an interview on CNBC this morning, Trump said he still believes TikTok's Chinese ownership poses "a national security risk" — but again argued that banning the app would only help Facebook.

  • "Without TikTok, you can make Facebook bigger, and I consider Facebook to be an enemy of the people," Trump said.
  • In a new twist, the former president also pointed out: "There are a lot of people on TikTok that love it. There are a lot of young kids on TikTok who will go crazy without it."

State of play: The House will vote on the TikTok bill Wednesday morning under "suspension of the rules," meaning it will require a two-thirds majority to pass.

  • TikTok once again sent push notifications today urging users to call their representative — a tactic that led to a surge in threats last week and backfired when a key House committee voted 50-0 to advance the bill.
  • The company also plans on flooding House offices with content creators and lobbyists this week, though it doesn't expect to change the outcome of the vote, Axios' Ashley Gold reports.

What they're saying: The top Republican and Democrat on the House China Select Committee sent a letter to Chew today excoriating the company for "spreading false claims" about the bill, which TikTok has falsely characterized as an "outright ban."

The intrigue: Outside conservative groups have lined up on opposing sides of the bill — underscoring the divisions over an app that top Republicans previously branded as "Chinese spyware" and "digital fentanyl."

  • FreedomWorks, which was once associated with the Tea Party movement, said today it opposes the bill and warned that requiring American ownership of any company "sets a dangerous precedent."
  • Heritage Action, which has typically aligned with Trump, supports the bill and said the "national security concerns posed by TikTok are unique, proven, and outweigh concerns about certain judicial challenges."

What to watch: Officials from the FBI, Justice Department and U.S. intelligence community will be on Capitol Hill tomorrow to brief lawmakers about TikTok in a classified setting.

  • China's government has signaled it would block any forced sale of TikTok by ByteDance.

Friction point: Members of Congress have already raised constitutional questions about legislation that targets a specific company by name. ByteDance is nearly certain to take up that argument in challenging the law.

TikTok has multiple options in the coming months, even as the Senate is poised to pass legislation tonight forcing it to be sold or face a ban.

  1. First up, fight in court: TikTok plans to file a lawsuit on First Amendment grounds once the bill is signed by President Biden, Axios Pro Tech Policy reporter Ashley Gold tells me.
  2. If that fails, wait out the election: Chinese-owned company Bytedance will have up to a year to divest from the app, Stef reports, according to this version of the bill. The company could hope for a change of heart by whichever party has control after November, especially now that Trump has flip-flopped.
  3. As a last resort, rush through a shotgun divorce: ByteDance could establish TikTok (or at least TikTok U.S.) as an independent company with its own stock, as Axios Pro Rata author Dan Primack has written.

The bottom line: The Chinese government is a wild card here, as it can block any sale — or water it down by refusing to allow a TikTok sale to include its famous algorithm.

📱 Trump joins TikTok

Former President Trump launched an official TikTok account last night, embracing a platform that's besieged on Capitol Hill.

  • Why it matters: President Biden has tried to split the difference. His campaign is on it as @BidenHQ. But he isn't personally, Axios' Alex Thompson notes.

Trump appeared in his inaugural TikTok as he attended a UFC title bout in Newark, N.J.

  • The video begins with Ultimate Fighting Championship President Dana White announcing at Trump's side: "The president is now on TikTok."

Trump's video had racked up 1.5 million likes and over 27 million views as of this morning.

  • Trump's account has gained 1.4 million followers since last night's launch. That's more than four times the followers of the Biden campaign's account, which launched in February.

The Trump campaign's Steven Cheung says: "We will leave no front undefended ... [T]his represents the continued outreach to a younger audience consuming pro-Trump and anti-Biden content."

  • "There's no place better than a UFC event to launch President Trump's TikTok ... [H]e received a hero's welcome and thousands of fans cheered him on."

🧮 By the numbers: "An internal analysis found nearly twice as many pro-Trump posts as pro-Biden ones on TikTok since November, a sign of the right's use of a liberal-friendly platform," the N.Y. Times reports.

Between the lines: Trump, who tried to ban the app while in office, has been trying to appeal to young voters by attacking Biden for recently signing a bill requiring TikTok to divest from its parent company ByteDance.

  • Trump's son, Don Jr., has been using the app. The pro-Trump super PAC MAGA Inc. also joined.

TikTok ramped up its attacks on the Biden administration Thursday over a law that could ban the popular app from the United States, arguing in a court filing that US TikTok users could be forced to live on an "island" of content disconnected from the rest of the world if the platform is forced to find a new owner. Under what is now US law, TikTok is forced to find a new owner by January 2025 or be banned from the US entirely. TikTok has insisted it is not possible for its Chinese parent ByteDance to divest from the app — "not possible technologically, commercially, or legally" — and not by the deadline laid out by President Biden. A growing number of Americans get news from TikTok — but not by following journalists or news organizations, Axios Communicators author Eleanor Hawkins writes from a new Pew Research Center report.

  • Nearly half of Americans say they get news from social media platforms, according to Pew.
  • And 52% of TikTok users say they regularly get news from the app, up from 22% in 2020.

🗞️ But less than 1% of people Pew surveyed said they follow journalists or media entities on the platform.

  • When they're seeing news, they're usually getting it from content creators who reference current events.

💡 The big picture: "It speaks to this broader notion that people's world news or politics comes as a side dish to their main course of gossipy entertainment news and the content of the creator that they happen to be interested in," said Aaron Smith, managing director of Pew Research Center's Data Labs.
