Black Dems endorse in Maryland after racial slur

Five Black House Democrats are endorsing Angela Alsobrooks in her Maryland Senate bid, just days after her primary opponent apologized for using a racial slur, Axios' Stephen Neukam has learned.

  • Reps. Barbara Lee (D-Calif.), Gregory Meeks (D-N.Y.), Joyce Beatty (D-Ohio), Yvette Clarke (D-N.Y.) and Jasmine Crockett (D-Texas) endorsed Alsobrooks.

Why it matters: Alsobrooks' main opponent in the Democratic primary is their House colleague Rep. David Trone (D-Md.).

  • Trone apologized on Friday after using a racial slur in a House hearing. In his apology, he said he meant to use the word "bugaboo."
  • Trone and Alsobrooks are seeking to face Republican Larry Hogan, a popular former Maryland governor, for the Senate seat in November.
  • The Democratic primary in the state has been one of the most expensive in the country.

Some House Republicans are floating a second speaker removal after getting steamrolled by GOP leadership over a government shutdown, Axios' Andrew Solender reports.

  • "This week Speaker Johnson ... led us to a complete catastrophe," said Rep. Marjorie Taylor Greene (R-Ga.).
  • "Mike was wrong," Rep. Chip Roy (R-Texas) said, warning that "there's going to be a problem within the ... ranks on Capitol Hill" if there's a vote on Ukraine aid.

The bottom line: Former Speaker Kevin McCarthy, who became the first-ever ousted speaker, urged Johson to "not be fearful of a motion to vacate."

Montana GOP Senate candidate Tim Sheehy has repeatedly told supporters that he favors getting rid of the Department of Homeland Security, Axios' Stephen Neukam has learned.

Why it matters: Dismantling DHS would be a major turn away from the post-9/11 reorganization of the federal government, even as Republicans call for a crackdown at the southern border.

  • Republicans leaders in Congress this week touted the increased funding to DHS for border enforcement and security as part of a long-awaited government funding agreement.
  • Sheehy has told supporters on at least three occasions that he supports getting rid of DHS, according to audio obtained by Axios.
  • His campaign did not respond to a request for comment.

The big picture: Republicans in Congress killed a bipartisan border bill this year after Trump came out against it — part of a GOP trend of turning away from federal agencies while also demanding stricter border enforcement.

  • But they have been unclear in arguing which entity is best suited to deal with border security if funding to DHS were cut or the agency were eliminated.
  • Before the creation of DHS in 2003, border patrol and immigration services were handled federally under the Department of Justice.

A string of early House Republican resignations has brought the chamber to the brink of flipping to Democrats, and it may not stop there.

Why it matters: Infighting, dysfunction and a lack of productivity has infuriated lawmakers in both parties, Axios' Andrew Solender and Juliegrace Brufke report.

  • One House Republican told Axios they have "heard a few" colleagues muse about leaving early, quipping, "Heck… even I'd have to consider."
  • "Most all of us are contemplating leaving," said another GOP lawmaker.

Zoom in: Republicans will be down to just 217 seats to Democrats' 213 when Rep. Mike Gallagher (R-Wisc.) leaves next month.

  • Democrats are poised to pick up another seat in an April special election.
  • "Any Republican elected official who voluntarily leaves office prior to the end of their term (unless for health reasons) is putting America in a very dangerous position," Rep. Ralph Norman (R-S.C.) said in a text to Axios.

The big picture: "The inmates are running the asylum," said one House Republican who blasted the "vanity of a few people (on both sides) that want to raise money and their media profiles."

  • "Some of these folks prefer the ease of being in a minority. No need to govern," another House Republican told Axios.
  • "Of course, the dysfunction impacts our lives," said Rep. Annie Kuster (D-N.H.), who announced her retirement today, saying she wanted to leave before she turned 70.
  • Kuster noted the ten straight weeks lawmakers were in D.C. last year as they scrambled to keep the government funded and fill a speaker vacancy.

The bottom line: Kuster pointed to Jan. 6 – and the subsequent distrust between Democrats and Republicans – as an inflection point.

  • "Since that day, the dynamic has changed," she said.

Lacking the reliable boogeyman of Speaker Nancy Pelosi to fundraise against this year, House Republicans are choosing to keep the focus on President Biden, Axios' Juliegrace Brufke reports.

  • Why it matters: "Fire Pelosi" was a central component of Republican's messaging strategy in previous cycles.

🔮 But top House Republicans don't see that script playing out with Minority Leader Hakeem Jeffries (D-N.Y.) in 2024.

  • "He's not shown that type of lightning rod negativity," House Majority Whip Tom Emmer (R-Minn.) told Axios.
  • "I think some of these members, and maybe this is Nancy's issue, they get to a certain age and they just get very caustic."
  • "Like Nancy, he's [Biden] more yell at you, scream, tells you how tough he is, and gets very hyperpartisan. I haven't seen Hakeem do that — he can, but I think he's been more constructive," Emmer added.

Zoom in: Multiple sources noted that Pelosi's name recognition and extensive time in Congress made her an easier target.

  • Jeffries has yet to serve as speaker and keeps a lower profile.
  • He has previously spoken out against "hard-left democratic socialism," making it more difficult for the GOP to paint him as an extremist.

The bottom line: A recent American Action Network survey of 84 congressional districts showed 40% of voters had not heard of Jeffries, one source told Axios.

  • "Jeffries is just largely irrelevant in the eyes of voters at this point," Congressional Leadership Fund president Dan Conston told Axios.
  • "Our fundraising is really not focused on the boogeyman of the Democrat leader. We're focused on what we're wanting to accomplish, who our candidates are," said NRCC Chairman Richard Hudson (R-N.C.).

Ernst risks getting boxed in

Sen. Joni Ernst (R-Iowa) is at risk of being boxed out from Senate GOP leadership by Sen. Tom Cotton (R-Ark.) who beat her to the punch in announcing his run for the No. 3 position, Axios' Stef Kight reports.

Why it matters: Ernst is currently the highest-ranking Senate Republican woman, but she could lose her leadership leverage in the middle of the broader GOP shakeup this year.

  • Cotton has notched significant support from across the conference — enough that his team is confident about locking it in, according to sources close to the senator.

The intrigue: Ernst was upset that Cotton announced his bid for Republican Conference Chair without giving her a heads-up.

  • "I know he didn't give many of us a heads-up. So that would have been common courtesy," she told CNN early this month.
  • The two have spoken since and generally have a good relationship, according to sources close to both.

Speaker Mike Johnson's "important innovations" to pass aid to Ukraine are being met with a chilly reception, Axios' Andrew Solender reports.

  • ️It's "highly unlikely" Johnson's proposal would get enough Democratic support to pass, a Democratic leadership source told Axios.

Why it matters: The vast majority of Democrats will need to support the package, as many House Republicans have turned against Ukraine aid.

  • Congressional offices will now get the numbers of callers that were connected through the Capitol's switchboard.

Senators have doubts that the two Johns will be their only options to replace Mitch McConnell as GOP leader, leaving some of them on the fence until later this year, Axios' Stef Kight and Stephen Neukam report.

Why it matters: Those lawmakers have an eye out for a late entry that upends the jockeying of the monthslong party leader campaign.

  • "My best guess is that someone else will throw their hat in the rings eventually," Sen. J.D. Vance (R-Ohio) told Axios last month.
  • "I think there'll be more people in this race," said Sen. Josh Hawley (R-Mo.). "I think there's a lot of room here."

Between the lines: Former President Trump may not be able to choose the GOP Senate leader, sources tell Axios, but he can derail a candidacy.

  • The most-likely dark horse candidate is Sen. Steve Daines (R-Mont.), who has already been privately urged by Trump to run for leader.
  • It would be a bad look for Daines, as chair of the National Republican Senatorial Committee, to seem more eager to become leader than focusing on winning the majority for the party, sources told Axios.
  • But he could become a serious contender overnight if Senate Republicans pick up a multi-seat majority and Trump wins at the top of the ticket.

Sen. Rick Scott (R-Fla.) has also been floated as a potential contender, given his failed challenge against McConnell in 2022.

  • Scott will have to first focus on winning re-election in November, which could be harder now that abortion and marijuana measures will be on the ballot in Florida, potentially juicing Democratic turnout.

The bottom line: Sen. John Thune (R-S.D.) is currently favored to win the party leader job, according to conversations with Senate sources. Many point to his current No. 2 spot and his opportunities to lead during McConnell's health problems.

  • But Sen. John Cornyn (R-Texas) has been fervently working behind the scenes and publicly pledging a new style of leadership — such as supporting leader term limits.
  • Cornyn is known for having strong relationships with many senators and strong fundraising skills.

"Donald J. Trump International Airport"

House Republicans want to rename IAD after DJT.

  • "I totally support the renaming of Dulles airport to the greatest President in my lifetime, DJT," Rep. Troy Nehls (R-Texas) told Axios' Andrew Solender.
  • The new measure from House Republicans is led by GOP chief deputy whip Guy Reschenthaler (R-Pa.), and would rename the northern Virginia airport the "Donald J. Trump International Airport."

Dulles Airport is named after John Foster Dulles, a secretary of state during the early parts of the Cold War.

  • "I can see no more fitting recognition than naming both airports in our nation's capital after America's two best presidents: DCA after President Reagan and Dulles after President Trump," Rep. Paul Gosar (R-Ariz.) told Axios.

The other side: "They know Dulles will never be renamed after Trump. Again, that's not the point, the point is to suck up to their Dear Leader," said Rep. Don Beyer (D-Va.).

Republican Senate candidates have flocked to Mar-a-Lago in recent months to raise funds for their campaigns, and the results have been lucrative, Axios' Stephen Neukam reports.

  • Conservatives are pushing for an amendment that would implement warrant requirements, saying FISA has strayed from its origins and accusing U.S. intelligence agencies of abusing it to spy on Americans.
  • National security hawks — who are confident the amendment will fail — argue that warrant rules would hinder the ability to monitor threats in real time.

Historic impeachment trial lives a few more days

After pleas from their Senate colleagues, House Republicans are delaying the formal process that would initiate the impeachment trial for Homeland Security Secretary Alejandro Mayorkas, Axios' Stef Kight reports.

Why it matters: Senate Democrats plan to quickly dismiss the charges against Mayorkas, which Republicans called "nuking impeachment." Several GOP senators sought the delay in a last-ditch effort to buy more time to try to block that effort.

House GOP's twin eruptions

Reprisals are being floated today as the House GOP tears itself apart over a pair of internal revolts.

Why it matters: Republicans don't have a cohesive enough majority that can run the House without Democratic votes, putting Speaker Mike Johnson's job in jeopardy whenever there's a must-pass bill.

  • "I don't even know what we're doing tomorrow," said Rep. Max Miller (R-Ohio) after emerging from a GOP meeting this afternoon.
  • "It was pure chaos. It wasn't productive at all," Miller said.

Revolt No. 1: A group of conservatives defeated a procedural vote on a bill today to reauthorize FISA, the crucial spying legislation.

  • This raises the likelihood that leadership will abandon planned changes to the bill and renew the previous one instead with Democratic help.
  • Rep. Tom McClintock (R-Calif.) called for consequences for Republicans who break with the GOP on rule votes such as the FISA bill, Axios' Andrew Solender reports, citing two members in the room.
  • McClintock confirmed to Axios that he called for "severe sanctions" for those lawmakers.

Revolt No. 2: Rep. Marjorie Taylor Greene (R-Ga.) met for more than an hour with Johnson today to talk through her one-woman ouster threat over FISA and Ukraine aid.

Why it matters: More than a dozen pro-Palestinian progressives — including Reps. Alexandria Ocasio Cortez (D-N.Y.) and Ilhan Omar (D-Minn.) — have refused to sign on in protest of the military assistance for Israel in the Senate bill.

Zoom in: Among those involved in the effort are former Speaker Nancy Pelosi (D-Calif.), former House Majority Leader Steny Hoyer (D-Md.) and Congressional Ukrainian Caucus co-chair Marcy Kaptur (D-Ohio).

  • Pelosi and Hoyer, in the House Democrats' whip meeting today, made the case for progressives to help force a vote even if they plan to oppose the bill itself, according to multiple sources.
  • One senior House Democrat pointed to Pelosi as the discharge petition's most effective salesperson.
