Trump's Johnson rescue

Former President Trump's inner circle does not want Rep. Marjorie Taylor Greene to launch another ugly speakership fight, Axios' Sophia Cai and Juliegrace Brufke have learned.

Why it matters: Top Trump allies believe Johnson is as good a House speaker as they're going to get this Congress.

  • "It's past the trade deadline," a person close to Trump told Axios, making a reference to the cutoff point for midseason trades between pro teams.
  • Even if House Republicans can unite around another speaker, Trumpworld is clear-eyed that it would be nearly impossible to elect Rep. Jim Jordan (R-Ohio), Trump's top choice following former Rep. Kevin McCarthy's (R-Ca.) ouster.
  • "I respect people on both sides, but it's my hope that we can have this fight after November," Trump ally and GOP strategist Alex Bruesewitz told Axios.

Zoom in: Trump will appear with Johnson tomorrow at Mar-a-Lago for a joint event on election integrity, in a sign of Trump's support for Johnson.

  • Trump first developed an affinity for Johnson when he saw the lawmaker on TV defending him during his first impeachment, people familiar with the relationship told Axios.

Johnson will promote a legislative effort aimed at preventing noncitizens from voting, a source familiar confirmed.

  • Reality check: Noncitizen immigrants are already barred by law from voting in federal elections, Axios' Stef Kight reported last month.

The bottom line: Trump allies who voted to oust McCarthy — including Reps. Matt Gaetz (R-Fla.) and Nancy Mace (R-S.C.) — have indicated they aren't on board with Greene's call to oust Johnson.

Six months after first being asked for emergency aid to Israel, the House GOP will take a third attempt at passing something President Biden will sign, Speaker Mike Johnson said today.

Why it matters: Israel aid would pass easily if attached to Ukraine aid. But a vocal bloc of House Republicans has drawn a red line against more help for Kyiv.

  • In November, House Republicans passed a standalone Israel aid bill but attached cuts to the IRS that left it doomed in the Senate.
  • In February, House Republicans tried again without the cuts, and it stalled out over concerns about Ukraine aid not being attached.

Zoom in: If he moves forward on Ukraine aid, Johnson faces a threat from Rep. Marjorie Taylor Greene (R-Ga.) to force a vote on his removal as speaker, notes Axios' Andrew Solender.

Johnson chooses showdown

The week of the Mike Johnson and Rep. Marjorie Taylor Greene showdown has arrived, with a flurry of foreign aid bills expected to hit the House floor.

Why it matters: House GOP leadership has struggled to find a path forward on foreign aid that doesn't spark a revolt from the different factions of the conference.

  • Letting members vote on separate bills instead of an omnibus package might defuse that tension.
  • "Lot of people like the split up," one GOP member told Axios of the separate bills.

Zoom in: The White House opposes standalone Israel aid, and Johnson will have to get the package past the House Rules Committee, which is loaded with conservative hardliners.

  • But the votes will have an open amendment process, which could give Johnson more breathing room.
  • A fourth bill that Johnson plans this week includes a ban on TikTok, in addition to other national security items.

The big picture: Johnson has had to carefully thread a needle with his handling of Ukraine aid, with Greene (R-Ga.) threatening to force a vote on a resolution to oust him if he brings it to the floor.

  • "I don't spend my time worrying about a motion to vacate," Johnson told reporters today.
  • Former President Trump said he stands by the speaker, providing the Louisiana Republican with some cover.

🧨 Behind closed doors: During an internal GOP meeting today, Greene said the GOP base doesn't want Ukraine aid.

  • Johnson's retort: He's spoken with folks back home, and they want Ukraine aid.

Between the lines: Johnson is facing growing bipartisan pressure to take up the Senate-passed foreign aid bill, which includes all-of-the-above funding.

  • "Extreme MAGA Republicans are out of excuses. The Ukrainian people are out of time," House Minority Leader Hakeem Jeffries (D-N.Y.) wrote in a "dear colleague" letter today.
  • Jeffries called this week a "Churchill or Chamberlain moment."

GOP abortion retreat

A week after Senate candidate Kari Lake disavowed an Arizona ruling on an abortion ban she previously supported, Sen. Rick Scott (R-Fla.) said he'd prefer a 15-week ban instead of the six-week version signed this year by Gov. Ron DeSantis.

Why it matters: Scott said a year ago he would sign that six-week ban if he were still governor.

  • But now that Florida has an abortion question on the ballot in November — raising hope for Democrats — he's backed away from that position.
  • "If I was writing a bill, I think 15 weeks is where the state is," he told The Hill.

Civil war hits House GOP

House Speaker Mike Johnson suddenly faces the most dangerous threat to his job of his six-month tenure.

Why it matters: Johnson risks a weakened speakership if he needs Democrats to save his job.

  • Johnson took the extraordinary step today of saying he wouldn't resign, as pressure builds on his right flank to force him out.
  • "t is, in my view, an absurd notion that someone would bring a vacate motion when we are simply here trying to do our jobs," Johnson said.

The big picture: Rep. Thomas Massie's (R-Ky.) vow to join the push by Rep. Marjorie Taylor Greene (R-Ga.) to oust Johnson is a significant escalation within the GOP conference, Axios' Juliegrace Brufke tells me.

  • Massie stood up at an internal GOP meeting this morning and demanded Johnson resign so that Republicans can have an easier time picking a new speaker.
  • Greene had previously threatened an ouster attempt if Johnson put a Ukraine aid bill on the floor, which he's planning to do imminently.

Reality check: Finding a new Republican speaker would be even more excruciating than the three weeks of turmoil after Kevin McCarthy got the boot.

  • House Republicans don't think anyone in their conference could lock down the gavel, based on our extensive conversations behind the scenes.

Between the lines: The timing could get messy for Johnson, especially if he needs Democrats to defeat an ouster attempt before voting on the foreign aid bills at the crux of the current dispute.

  • Greene told several House Republicans that she could start the clock on a motion to vacate within 24 to 48 hours, potentially forcing a vote ahead of the aid bills for Ukraine, Israel and Taiwan hitting the House floor.
  • GOP leadership is looking to release the bill text today on the foreign aid legislation, but progress is slower than expected.
  • "If you want to mention the word Ukraine, you got to deal with the border," Rep. Chip Roy (R-Texas) told Axios after a group of conservatives met with the speaker.

The bottom line: Johnson can likely count on Democrats to save his speakership, especially if he keeps moving forward on the foreign aid bills, Axios' Andrew Solender reports.

  • Rep. Jared Moskowitz (D-Fla.) said his opposition to Johnson's ouster "has not changed."
  • Rep. Tom Suozzi (D-N.Y.) said he would also vote against a motion to vacate: "Yeah. ... I wrote an op-ed piece about that."

Johnson's survival race

No one is feeling the political heartburn more than Speaker Mike Johnson as the House takes its time finalizing foreign aid bills for Ukraine, Israel and Taiwan.

Why it matters: The sooner Johnson gets the bills to the floor, the more protection he can demand from Democrats.

  • One fewer Republican will be in Johnson's corner as of Friday, when Rep. Mike Gallagher (R-Wis.) will leave Congress.
  • The longer Johnson negotiates the bills, the more they'll get loaded with potential poison pills that could blow up a deal.
  • Most agonizingly, dragging this out puts Johnson at risk of having to make public commitments to Democrats ahead of foreign aid votes to bail him out from a motion to vacate by Rep. Marjorie Taylor Greene (R-Ga.).

The big picture: Johnson — like former House Speaker Kevin McCarthy before him — risks being abandoned by his would-be saviors.

  • Johnson can't take them for granted, especially if Ukraine aid doesn't make the floor or the process turns into an ugly partisan fight.

The southern border is a potential powder keg, as House Republicans are demanding its inclusion despite agitating against border language in the Senate aid bill.

  • Unexpected members like Rep. Nicole Malliotokis (R-N.Y.) are considering voting against advancing the aid bills over the lack of border policy changes.
  • Aside from the border, the biggest sticking points are humanitarian aid for Gaza and significant aid for Ukraine.

The bottom line: Republicans are accusing Johnson of "steering everything toward what [Sen. Majority Leader] Chuck Schumer wants," as Rep. Thomas Massie (R-Ky.) said today when joining Greene's motion to vacate effort.

  • But nothing would get Schumer what he wants more than House Republicans joining Democrats on a discharge petition to force a vote on Schumer's foreign aid bill.

  • Why it matters: MTG wants Johnson gone now. But she's signaling she won't be deterred if she loses an initial motion-to-vacate fight.

Conservative Rep. Thomas Massie (R-Ky.) joined Greene in her effort to oust Johnson yesterday after he announced plans to hold votes on multiple foreign aid bills (for Ukraine, Israel and Taiwan), Axios' Juliegrace Brufke reports.

Johnson strikes first

After 36 hours of agonizing inaction, House Speaker Mike Johnson has given Democrats a reason, and a timeline, to bail him out.

Why it matters: A GOP-led Johnson ouster attempt is more of a when instead of an if, but he's got a shot to get foreign aid bills passed before a vote on his job.

  • Coming into the morning, there were deep worries among Republicans on Capitol Hill that the House GOP was prepared to act by not acting — effectively surrendering the agenda to Democrats.
  • But if Johnson can land the plane on time — with the Ukraine, Israel and Indo-Pacific bills out today and final votes by Saturday night — he'll be able to claim House Republicans put their own stamp on the process.
  • Ukraine aid is on track to pass in short order, whether it's a GOP-preferred version or by some House Republicans signing on to help Democrats force a vote on the Senate-passed version.

Between the lines: The Israel bill includes the billions in humanitarian aid for Gaza that Democrats said was a must-have for their votes.

Zoom in: GOP skeptics see Johnson's offer to move a separate border bill as a slap in the face.

  • Conservatives know they don't gain any leverage from it because it's not attached to the rest of the bills.
  • "You are seriously out of step with Republicans by continuing to pass bills dependent on Democrats," Rep. Marjorie Taylor Greene (R-Ga.) said after Johnson shared his plans.
  • "[W]hether it happens two weeks from now, two months from now, or in the next majority, he will not be speaker," Greene told Breitbart News yesterday.

The bottom line: Johnson is poised get some help for his razor-thin margin from Rep. Mike Gallagher (R-Wis.), whose resignation from Congress was set to take effect on Friday.

  • "The congressman has the flexibility to stay and support the aid package on Saturday," Gallagher's office said.

"We have a moral crisis on our campus," Claire Shipman, a co-chair of Columbia University's board of trustees, said today at a GOP-led hearing on accusations of antisemitism at the school.

  • The presidents of Harvard and Penn resigned after their hearing. Today was Columbia's day on the hot seat.

Columbia has suspended 15 students and has put others on disciplinary probation over their Gaza-related speech or conduct, the school said.

One reason will stand out if Democrats rescue Johnson from an ouster attempt: He's not Kevin McCarthy.

Why it matters: Johnson has accrued credit with his colleagues across the aisle by pursuing a foreign aid package despite threats to his job for doing so, Axios' Andrew Solender reports.

  • "McCarthy was both incompetent and dishonest," said Rep. Dan Kildee (D-Mich.), but "Johnson is just incompetent."
  • Johnson has been "courageous" in standing up to the "anti-government" wing of his conference, former House Speaker Nancy Pelosi (D-Calif.) told Axios.
  • "Speaker McCarthy took the House majority from them and secured the largest deficit savings in history. Of course, they're happy he isn't there," McCarthy spokesperson Matt Sparks told Axios.

Zoom out: Johnson's situation is almost a mirror image of what McCarthy faced last October, just before Democrats unanimously voted to oust him.

  • Democrats were whipped into a furor at a meeting before the vote by a CBS interview in which McCarthy accused Democrats of wanting to force a shutdown after relying on their help to fund the government.
  • "McCarthy wasn't trusted because he never kept his word," Pelosi told Axios.
  • Rep. Jerrold Nadler (D-N.Y.) said Johnson is "absolutely" in the right on foreign aid: "McCarthy was dishonest. [Johnson] has not been dishonest."

Between the lines: House Minority Leader Hakeem Jeffries (D-N.Y.) and Whip Katherine Clark (D-Mass.) instructed Democrats at a closed-door meeting today to not commit to a vote on Johnson's ouster, according to multiple sources in the room.

  • "They don't want people [revealing their positions] either way ... to continue to give leadership the maximum leverage," said one lawmaker.

House Democrats made an extremely rare break with modern political norms late last night to rescue Speaker Mike Johnson's foreign aid package, Axios' Andrew Solender reports.

  • Why it matters: It's the starkest evidence to date that the GOP's fractured, tiny House majority has effectively yielded to something resembling a bipartisan coalition.

The four Democrats on the House Rules Committee voted with five of the panel's establishment Republicans to advance the package of four bills to votes on the House floor.

  • The crossover was needed after three right-wing hardliners on the panel — Reps. Thomas Massie (R-Ky.), Ralph Norman (R-S.C.) and Chip Roy (R-Texas) — voted against sending it to the floor.
  • The right-wing rebellion would've been enough to kill the package if Democrats didn't step in.

👓 State of play: The Rules Committee typically consists of leadership loyalists who dutifully vote along party lines on advancing legislation to the floor.
