Lawmakers are fleeing Congress.

  • This month alone, 13 senators and representatives have announced they won't seek re-election — the highest number in more than a decade, according to Ballotpedia.

Why it matters: Rancor and recriminations from the House speaker's battle, a surge in partisan censures and impeachments and yet another government shutdown threat have created a perfect storm for retirements, Axios' Stef Kight, Hans Nichols and Andrew Solender report.

State of play: The routine infighting and childish behavior — insults like "p***y" and "smurf" were exchanged on Capitol Hill this month — has exhausted some lawmakers. But the exits are also driven by ambition.

  • On the Democratic side, nine House members are leaving to run for the Senate. Rep. Dean Phillips (D-Minn.) announced over the weekend that he won't be seeking re-election after he launched a long-shot bid for the presidency.
  • Age and health concerns are also contributing: The 118th Congress began the year with the oldest Senate in history, and 79% of Americans now support age limits for elected officials.

What we're watching: Seven senators and 31 House members in total have announced they'll be leaving.

  • Apart from Rep. George Santos (R-N.Y.), all of the House GOP departures are from reliably red districts. Several districts being left by Democrats are competitive.
  • One potential consequence of this wave of retirements could be an uptick in Republicans who embrace former President Trump's MAGA movement and bring a burn-it-all-down mentality to Washington.

Zoom in: Santos, who announced he would not seek re-election after a bombshell ethics report, threw out wild allegations against unnamed colleagues Friday in an effort to cast his alleged wrongdoing as the norm.

  • In an audio-only X space, Santos said Congress is "felons galore" and filled with "people with all sorts of shiesty backgrounds."
  • He called his colleagues "a bunch of hypocrites" — accusing them of extramarital affairs, getting drunk with lobbyists and then missing votes because of hangovers, and handing out voting cards like "candy" to allow others to vote on their behalf.

The big picture: Lawmakers told Axios that the uptick in departures is a perfect storm of recent chaos, longstanding frustrations and expected retirements.

  • "It seems like the norms are gone. Any kind of respect for the institution is gone. Any kind of obligation to be truthful is the exception" under GOP control, said Rep. Dan Kildee (D-Mich.), who also cited a feeling that Congress "is not the optimal place to do good and make change."
  • The speaker vacancy and the 10 straight weeks in session happened to crest during retirement season, a senior House Democrat noted, but "if anybody was on the fence, the last 10 weeks could knock you off that fence pretty easily."
  • "Some are naturally leaving, but others are simply tired," said a House Republican, who also cited the "national environment" as a factor: "Divided nation. Bitter partisanship. Performance politics. No desire in governing."

🇺🇦 Johnson: "We can't allow Putin to march through Europe"

House Speaker Mike Johnson (R-La.) sounded a positive note today on the chances of Congress passing aid to Ukraine, while stressing that the emergency package must be paired with changes to U.S. border policy.

What they're saying: "Of course, we can't allow Vladimir Putin to march through Europe and we understand the necessity of assisting there," Johnson told reporters in Sarasota, Florida.

  • "What we've said is that if there is to be additional assistance to Ukraine, which most members of Congress believe is important, we have to also work and change our own border policy," he continued.
  • "We have a sense of urgency about this and there are deadlines on it as well. So I'm confident and optimistic that we'll be able to get that done, get it over the line."

Why it matters: The Senate is working on a bipartisan package tying together funding for Ukraine, Israel, Taiwan and border security, though disagreements over changes to the immigration system have caused a snag in negotiations.

🎓 House GOP summons colleges on antisemitism

The House Education Committee said the presidents of Harvard, Penn and MIT will appear at a Dec. 5 hearing titled "Holding Campus Leaders Accountable and Confronting Antisemitism."

  • The chair, Rep. Virginia Foxx (R-N.C.), said: "Over the past several weeks, we've seen countless examples of antisemitic demonstrations on college campuses. Meanwhile, college administrators have largely stood by ... By holding this hearing, we are shining the spotlight on these campus leaders and demanding they take the appropriate action."

The Education Department is investigating a growing list of colleges for an alarming rise in incidents of antisemitism, Islamophobia and anti-Arab hate.

Multiple GOP lawmakers expect former House Speaker Kevin McCarthy (R-Calif.) to step down from his seat before the end of the year, Axios' Juliegrace Brufke reports.

Why it matters: The potential exit of McCarthy — who privately told donors he is looking to "get the hell out," according to a source familiar with the conversation — could leave the House GOP with an even narrower majority.

  • "I have another week or so to decide because if I decide to run again, I have to know in my heart I'm giving 110%," McCarthy said at The New York Times DealBook Summit on Wednesday, referring to California's Dec. 8 filing deadline.
  • "I have to know that I want to do that. I also have to know if I'm going to walk away, that I'm going to be fine with walking away. And so I'm really taking this time now," he said.

Zoom in: Speculation over McCarthy's potential departure escalated ahead of the Thanksgiving recess, with multiple GOP sources noting he posted a photo on Instagram in which his district office appeared to be in the process of being packed.

  • The GOP's razor-thin majority is already on the verge of being diminished further by the potential expulsion of Rep. George Santos (R-N.Y.) in a vote expected on Friday.

The intrigue: GOP lawmakers have noted the awkward nature of shifting from leading the conference to being a rank-and-file member. Tensions between McCarthy and his critics have continued to flare up since his historic ouster.

  • Some rank-and-file members voiced frustrations with McCarthy attempting to "kneecap" multiple candidates that aimed to succeed him as speaker, arguing that the efforts minimized much of the sympathy he gained after the initial ouster.
  • "The image in the rearview mirror is getting smaller by the day," one lawmaker said of McCarthy's influence over the conference. "I don't think he's having a good time being a regular Joe."

What they're saying: McCarthy allies have praised his tenure — applauding his fundraising prowess and leadership skills — but told Axios they wouldn't blame him for leaving given the circumstances. And his critics remain vocal about their grievances.

  • "I suspect the former speaker will return to spend more time with the people he's always represented — on Wall Street and K Street. I don't imagine he'll be walking the streets of Bakersfield," Rep. Matt Gaetz (R-Fla.) told Axios.
  • "Damn shame," one McCarthy critic quipped, predicting that the former speaker will likely use millions in PAC funds to meddle in the races of the House Republicans who voted to oust him.

🏛️ GOP leaders vote to keep Santos

House Republican leaders are facing pockets of internal backlash over their last-minute opposition to expelling Rep. George Santos (R-N.Y.), Axios' Andrew Solender and Juliegrace Brufke report.

Why it matters: Most of GOP leadership — including Speaker Mike Johnson (R-La.) and his top team — voted to let Santos stay despite what a House Ethics Committee report called a "constant series of lies to his constituents, donors, and staff."

What happened: Republicans split almost evenly, with 105 voting for expulsion and 112 against. Just two Democrats voted against expulsion and another two voted "present."

Santos' removal winnows the House GOP majority to a three-vote margin. And it's not a safe seat for Republicans: Democrats see an opportunity for a pickup.

House GOP hardliners are starting to crank up the pressure on their hand-picked Speaker Mike Johnson (R-La.), warning that anything less than an aggressive push to the right means caving to Democrats, Axios' Juliegrace Brufke reports.

Why it matters: Hopes that Johnson's election would calm the underlying tensions that triggered former Speaker Kevin McCarthy's (R-Calif.) ouster are quickly dissipating.

Driving the news: Conservatives say Republicans need to fight harder — even by risking a government shutdown in the new year — to force the Senate and White House's hand on spending.

  • Rep. Chip Roy (R-Texas), an influential member of the right-wing Freedom Caucus, recently used a fiery floor speech to accuse Republicans of failing to pass anything meaningful with their majority.
  • Roy dismissed the notion that conservatives are pushing for unachievable goals, telling Axios: "As I've said from the very beginning, we have to pick a fight and mean it. That's it. This is not that freaking hard."

Zoom in: Rep. Matt Rosendale (R-Mont.) recently laid out a list of demands to Johnson during a meeting on supplemental funding for Israel and Ukraine, two sources familiar with the conversation told Axios.

🎓 University presidents hammered

The presidents of Harvard, Penn and MIT are under heavy, bipartisan fire after they hedged when asked in a congressional hearing whether they would discipline students who called for a genocide of Jews.

  • Why it matters: Rarely has a congressional hearing generated this much bipartisan rage.

On Tuesday, the three presidents were handling the usual questions in the usual way, and condemned Hamas' Oct. 7 attack on Israel — until Rep. Elise Stefanik (R-N.Y.) asked whether they would discipline students who called for the genocide of Jews.

  • They evaded the question, answering legalistically and formulaically. They said it would depend on the context, and whether antisemitic words led to actions.

That prompted criticism from both sides of the aisle and from the schools' donors.

  • Pennsylvania Gov. Josh Shapiro (D) called the Penn president's equivocation "unacceptable" and "failed leadership."

White House spokesman Andrew Bates said in response to the hearing: "We just witnessed the worst massacre suffered by the Jewish people since the Holocaust, the latest atrocities in a heartbreaking, genocidal pattern that goes back thousands of years."

  • "It's unbelievable that this needs to be said: calls for genocide are monstrous and antithetical to everything we represent as a country," his statement added.
