Members phkrause
As Biden heads to Israel and Jordan, aid is being held up for Gaza As the humanitarian situation in the Gaza Strip grows more dire, Secretary of State Blinken said the U.S. and Israel agreed to develop a plan to enable humanitarian aid from donor nations to reach civilians in Gaza. President Joe Biden has also announced he will travel to Israel and Jordan on Wednesday to show support for the U.S. ally and to meet with Arab leaders. Read more. Why this matters: Palestinians in Gaza reported intense bombardments near the southern towns of Khan Younis and Rafah, killing dozens of people in the besieged enclave, where Israel told civilians from the north to seek shelter ahead of an expected ground offensive. The U.N. humanitarian chief said the United Nations is in “deep discussions” with the Israelis and Egyptians about getting aid through the Rafah crossing after he claimed humanitarian rules of war are being violated. He also called for the immediate release of all hostages taken from Israel, many of them children, women and the elderly. Israel has maintained punishing airstrikes across Gaza as a ground invasion loomed, while Hamas militants kept up a barrage of rocket attacks, and tensions mounted near the Israel-Lebanon border. This has become the deadliest of the five Gaza wars for both sides with nearly 2,778 people killed and 9,700 wounded in Gaza and over 1,400 Israelis killed, the vast majority massacred in Hamas’ Oct. 7 assault. Members phkrause
Behind Israel's push to eliminate Hamas As Israel's military prepares for a massive, unprecedented ground war in Gaza, it's important to understand why: Israelis haven't felt this threatened since their war of independence in 1948, Axios' Barak Ravid writes. Why it matters: Hamas' terrorist attack on Israel on Oct. 7 killed more Jews in one day — more than 1,300 — than any other day since the Holocaust. For a country that vowed "never again," the brutal killings and video-documented kidnappings were a shock to the national psyche — and a stunning breach of a trusted security system. Israelis have seen horrific images of dead soldiers and babies who allegedly were shot and their bodies burned, as well as video of elderly Holocaust survivors, young women and entire families kidnapped. For days, the shocks rippled across Israel — scenes from a massacre at a music festival where 260 young Israelis were killed, and from ransacked and bloodied villages near the Gaza border, strewn with bodies. Israelis' outrage was exacerbated by videos with alleged Hamas operatives telling authorities that kidnapped women and children were taken to Gaza to be raped. Zoom in: Support for a war whose goal would be to eliminate Hamas' military capabilities appears to have broad support across Israel's political spectrum — including among liberals most sympathetic to Palestinians. "The state of Israel was established so that Jews will not have to hide defenseless in closets and basements," Yuval Noah Harari, a history professor at the Hebrew University of Jerusalem, wrote on Ynet, a Hebrew-language news website based in Israel. Attackers use a golf cart to rush a captured Israeli civilian from the Kfar Azza kibbutz into the Gaza Strip on Oct. 7. Photo: Hatem Ali/AP Some peace activists who've expressed concern about Israel limiting rights and economic opportunities to Palestinians in Gaza — and about Israel's occupation of the West Bank since 1967 — say they understand the calls for swift retribution in Gaza. "Even Israel's conduct and its crimes in the occupied territories for 56 years cannot justify or soften what has been laid bare: the depth of hatred towards Israel, the painful understanding that we Israelis will always have to live here in heightened alertness and constant preparedness for war," author and peace activist David Grossman wrote in Haaretz, a liberal Hebrew-language newspaper. Between the lines: Hamas — which took over Gaza in a military coup in 2007, ousting the Palestinian Authority — follows an ideology that calls for the destruction of Israel. Hamas didn't try to occupy territory like an army in a war. Written secret orders captured on the bodies of Hamas commanders indicated the militants' intent was to kill and kidnap as many civilians as possible. Aftermath of the Oct. 7 attack on the Supernova Music Festival site in Israel near the Gaza border. Photo: Leon Neal/Getty Images Many Palestinians — including those in Gaza — haven't backed Hamas. But support for the Islamic movement has increased in recent years. Some Palestinians see Hamas as freedom fighters, striking back against years of oppression by Israel that followed the 2007 coup. After the coup, Israel and Egypt imposed a blockade on Gaza that resulted in dire humanitarian conditions, growing poverty — and simmering anger among Palestinians. Hamas, with help from Iran, has raised and spent billions of dollars building up its military capabilities — including tens of thousands of rockets and a tunnel system used to smuggle goods and launch attacks. Why it matters: Republicans are rushing to take hardline positions even though President Biden hasn't said he'll accept any refugees, Axios' Sophia Cai reports. Context: Former President Trump wants to ban travel from Gaza and predominantly Muslim countries including Syria, Somalia, Yemen and Libya. It would repeat a ban he implemented that was reversed by Biden. Trump's remarks followed those of Florida Gov. Ron DeSantis, who said last weekend the U.S. shouldn't take in any Palestinian refugees fleeing Gaza. The three other leading GOP contenders — Sen. Tim Scott (R-S.C.), Vivek Ramaswamy and Nikki Haley — also say the U.S. shouldn't accept Gaza refugees, with some differences. Reality check: There are no ongoing discussions of Gaza refugees coming to the U.S., officials say. The more than 2 million people in Gaza are locked on land surrounded by blockades imposed by Israel and Egypt. Members phkrause
🇮🇱 Spiraling stakes for Biden's wartime visit Biden's arrival in Israel tomorrow comes against the backdrop of a dramatic escalation of the war in Gaza, raising the stakes of an unprecedented wartime visit the world will be closely watching. Why it matters: The visit — intended as a show of solidarity with Israel and a warning to Iran and Hezbollah — will be clouded by the bombing of a hospital in Gaza, which the Hamas-run Health Ministry says has killed at least 500 people. The Israeli Defense Forces have denied involvement in the blast, citing intelligence that allegedly points to a failed rocket launch by the Palestinian Islamic Jihad militant group. Hamas and PIJ have blamed an Israeli airstrike for the massacre, triggering condemnations from Arab leaders and mass protests in the occupied West Bank, Jordan and across the region. In a statement aboard Air Force One, Biden said he was "outraged and deeply saddened" by the blast and that he had spoken with Israeli Prime Minister Benjamin Netanyahu and Jordan's King Abdullah II. Biden did not say who was to blame for the explosion but directed his national security team to "continue gathering information about what exactly happened." Screenshot via X The big picture: Biden's trip has already been affected by the political fallout from the blast, which is still rapidly unfurling. Jordan canceled a summit it was hosting with Arab leaders, including Palestinian Authority President Mahmoud Abbas — scuttling one of the two stops Biden was planning to make along with Tel Aviv. Reps. Rashida Tlaib (D-Mich.) and Ilhan Omar (D-Minn.) blamed Israel for the attack and demanded Biden call for a ceasefire, which he is unlikely to do before Israel begins its expected ground operation into Gaza. What to watch: Lebanon-based Hezbollah called for a "day of unprecedented anger" against Israel and Biden's visit tomorrow, as fears rise of regional escalation. The White House has privately been discussing the possibility of using military force if Hezbollah attacks Israel with its huge arsenal of rockets. Members phkrause
💸 Scoop: New Hamas sanctions The Treasury Department is preparing to announce new sanctions against several Hamas leaders this week as part of the U.S. response to the militant group's attack on Israel, Axios' Barak Ravid and Hans Nichols report. Why it matters: Hamas relies on global financial networks to fund its operations, which are based out of the Gaza Strip. The sanctions aim to disrupt that flow of money. The big picture: Hamas has been a designated terrorist organization in the U.S., the EU and other Western countries for several decades. While Hamas leaders don't have assets in the U.S., the sanctions will increase pressure on some of the countries that host them, like Qatar. This week's set of sanctions is likely the first batch in several rounds to come, according to a U.S. official. Behind the scenes: Hamas, which is backed by Iran, has been using NGOs and charities to fundraise and move money around the world for years. Hamas also generates revenue from secret investment portfolios and a network of global assets estimated to be worth hundreds of millions of dollars, according to a Treasury official. Members phkrause
Biden lands amid chaos President Biden landed in Tel Aviv today to show solidarity with Israel in its war with Hamas, and to try to prevent the war from spreading. But the Middle East is already bubbling over with rage — and the war's shockwaves are increasingly tough to contain, Axios' Barak Ravid reports. Why it matters: The past 24 hours feel like a turning point in a war where signs of escalation and rising tension are everywhere. A deadly missile blast yesterday at a hospital in Gaza killed hundreds of Palestinians, Gaza officials said — and inspired protests throughout the Arab world. Hamas blamed Israel for the strike. Israel said it had evidence that another group, Palestinian Islamic Jihad, fired the missile. Crucial context: Most Palestinians aren't members of Hamas, which controls the Gaza government. 🔭 Zoom out: Anger swept through the Arab world as images of those killed or wounded at the hospital hit TV and social media, complicating Biden's push for diplomacy. Reports in Arab media that cast the explosion as a massacre by Israel drove thousands of protesters to the streets of Ramallah, in the occupied West Bank. The protesters clashed with the Palestinian Authority's security forces and called for the resignation of Palestinian President Mahmoud Abbas. Abbas canceled his participation in a summit with Biden and the leaders of Egypt and Jordan that had been planned for this evening in Jordan — and was an in-person opportunity for Biden to press Arab leaders to contain the conflict. Biden now won't go to Jordan and will fly straight back to Washington from Israel. What we're watching: Netanyahu's government and the Israeli military pushed hard against the Hamas accusations, and claimed to have evidence that a failed rocket launch by the Palestinian Islamic Jihad led to the explosion. The Israeli military said its initial investigation found there were no Israeli airstrikes in the area in the hour before the explosion. An Israel Defense Forces spokesman claimed Israel has recordings of intercepted communications between Islamic Jihad militants that prove the organization was responsible. Members phkrause
Biden: It "appears" Israel didn't bomb hospital President Biden, in remarks just after landing in Israel, said "it appears" Israel was not responsible for the blast at a hospital in Gaza that the Hamas-controlled health ministry says killed hundreds of Palestinians. "Based on what I've seen, it appears as though it was done by the other team — not you. But there's a lot of people out there, not sure," Biden said. Why it matters: The explosion at the hospital set off a furious response — including large protests in Jordan, Lebanon and elsewhere in the hours before Biden's arrival in the region. Palestinian officials said the Israeli military was behind the explosion, an attribution that was picked up by media across the region and around the world, including Axios. The peaceful protest, led by anti-Israel groups Jewish Voice for Peace and IfNotNow, resulted in dozens of arrests and public restrictions to the U.S. Capitol complex, Axios' Andrew Solender reports. The big picture: Bipartisan leaders of both the Senate and House Intelligence committees expressed confidence today that Israel was "not responsible" for the deadly explosion at a hospital in Gaza last night, echoing an assessment from the White House. Initial claims the blast was caused by an Israeli airstrike — not a failed rocket launch from Gaza, as Israel has assessed — triggered mass protests across the region and forced Biden to cancel meetings with Arab leaders in Jordan. Reps. Rashida Tlaib (D-Mich.) and Ilhan Omar (D-Minn.) blamed Israel in the immediate aftermath of the blast and declined to answer questions today about whether they stand by the claims. What they're saying: "For six hours, the world blamed Israel — unfairly. Now the word is getting out, and I think all of us have an obligation to get that proof out that the IDF showed," Senate Majority Leader Chuck Schumer (D-N.Y.) said on a Zoom call with Jewish Democrats. The latest: On his way home from Israel today, Biden told reporters aboard Air Force One that Egypt's president had agreed to open a border crossing to allow up to 20 trucks of humanitarian assistance into Gaza. Earlier in the day, Biden announced a $100 million U.S. aid package for the Palestinian population in Gaza and the occupied West Bank. Members phkrause
Egypt and other Arab countries are unwilling to take in Palestinian refugees from Gaza As desperate Palestinians in sealed-off Gaza try to find refuge under Israel’s relentless bombardment in retaliation for Hamas’ Oct. 7 attack, some ask why neighboring Egypt and Jordan have replied with such staunch refusal. Read more. Why this matters: The refusal from both countries is rooted in fear that Israel wants to force a permanent expulsion of Palestinians into their countries and nullify Palestinian demands for statehood in Gaza, the occupied West Bank and east Jerusalem. Arab countries’ fears have only been stoked by the rise of hard-right parties under Israeli Prime Minister Benjamin Netanyahu that talk in positive terms about removing Palestinians. “Egypt doesn’t want to be complicit in ethnic cleansing in Gaza,” said H.A. Members phkrause
Inside Biden's Gaza strategy President Biden is taking a dual-track approach to the Gaza crisis: He's standing staunchly with Israeli Prime Minister Benjamin Netanyahu in public while trying to hold him back in private, Axios' Barak Ravid reports. Why it matters: The U.S. supports Israel but doesn't want to get drawn into another large or protracted military operation in the Middle East. Threading that needle is Biden's biggest challenge right now. Between the lines: Biden set the tone for the U.S. response in a speech just days after the Hamas attack on Israel, when he compared the group to ISIS. The speech was aired during prime time in Israel, and it was one of the most-watched TV events in Israel's history. Biden has used that credibility delicately — he and Netanyahu have a fraught history. During their almost daily calls, Biden has avoided directly pressuring the prime minister, according to U.S. officials. Instead, he has asked questions — a gentler way to raise the same concerns. 32 Americans died and 11 are unaccounted for after the Oct. 7 terrorist attack on Israel, the State Department said Thursday. Hamas yesterday released two U.S. citizens being held hostage. ⚡ Breaking: Some 20 trucks carrying humanitarian aid crossed into Gaza today after Biden successfully lobbied Egypt and Israel to agree to allow in aid during his visit to Israel three days ago. Get the latest. 🔎 Behind the scenes: Biden himself is the driving force behind much of this strategy, people familiar with the process say. His Oct. 10 speech "was all Joe Biden," according to a source familiar with the speech-writing process, who said Biden shot down aides' attempts to water down the language or balance the messages. What's next: Biden won't be able to stop the war. But he is likely going to continue to use his popularity and credibility among Israelis to influence its path. Members phkrause
Israel warns on chemical weapons The Israeli military found a USB key with instructions for producing a "cyanide dispersion device" on the body of a Hamas operative who participated in the Oct. 7 terrorist attack, according to Israeli officials and a copy of a classified Israeli Foreign Ministry cable obtained by Axios' Barak Ravid. It's unclear from the file whether Hamas had any serious or operational plan for using makeshift chemical weapons or whether the group had attempted to produce them. 🔎 Behind the scenes: The Israeli Foreign Ministry's WMD non-proliferation department sent a classified cable to Israeli embassies in dozens of capitals worldwide, including Washington, on Thursday under the headline: "Hamas intention of using chemical weapons." The authenticity of the Hamas file couldn't be independently confirmed by Axios. Israeli intelligence traced the origin of the document to a 2003 Al-Qaeda manual, the Israeli Foreign Ministry said in the cable. "This finding points to an intention by Hamas to use chemical weapons as part of its terror attack against civilians," the cable alleges. Members phkrause
Rocket from Gaza likely caused hospital blast AP analyzed more than a dozen videos — as well as satellite imagery and photos — from the moments before, during and after the deadly explosion Tuesday at a hospital in Gaza City. The analysis found that a rocket that broke up in the air was fired from within Palestinian territory. The blast was most likely caused when part of that rocket crashed to the ground, AP reports. Why it matters: The explosion set off finger-pointing between the Israeli government and Palestinian militants about who was to blame. Three videos show multiple rockets were launched from inside Gaza. Then one appears to have come apart in midair about three seconds before the explosion. Reality check: A lack of forensic evidence and the difficulty of gathering that material on the ground in the middle of a war means there's no definitive proof the break-up of the rocket and the explosion at the hospital are linked. Hamas spokesperson Ghazi Hamad said the group would welcome a UN investigation into the blast. Keep reading ... Go deeper (paywall): A Wall Street Journal video analysis, using security footage and live feeds from inside Israel and Gaza, found the hospital was hit by a failed rocket meant for Israel. Members phkrause
Israel strikes across Gaza after allowing another small aid convoy into the besieged enclave Israeli warplanes struck targets across Gaza early Monday, including in areas where Palestinian civilians have been told to seek refuge, after another small aid shipment was allowed into the besieged Hamas-ruled territory. Read more. Why this matters: Fears of a widening war have grown as Israeli warplanes struck targets across Gaza, two airports in Syria and a mosque in the occupied West Bank allegedly used by militants. Israel has also traded fire with Hezbollah militants in Lebanon since the war began. On Saturday, 20 trucks entered Gaza in the first aid shipment into the territory since Israel imposed a complete siege two weeks ago. Israeli authorities said late Sunday they had allowed a second batch of aid into Gaza at the request of the United States. Relief workers said far more aid was needed to address the spiraling humanitarian crisis in Gaza, where half the territory’s 2.3 million people have fled their homes. The Israeli military said the humanitarian situation was “under control,” even as the U.N. called for 100 trucks a day to enter. Members phkrause
Scoop: America's general in Israel The Biden administration sent a Marine three-star general and several other U.S. military officers to Israel to help advise the IDF's leadership on its operation in Gaza, U.S. and Israeli officials tell Axios' Barak Ravid. Why it matters: The move reflects the Biden administration's deep involvement in the war in Gaza and how much visibility it has in Israel's military planning. Behind the scenes: The Pentagon sent Lt. Gen. James Glynn, who previously headed the Marines' special operations forces, according to a senior Israeli official. Glynn and the other U.S. officers are not directing operations. But they are providing military advice to Israel about its plans in Gaza. Between the lines: The trip has been focused on the IDF's expected ground invasion and sharing lessons the U.S. learned from fighting ISIS in Mosul, Iraq. Glynn isn't expected to stay in Israel to follow the invasion, sources said. Keep reading. Why it matters: The U.S. is bracing for a protracted conflict between Israel and Hamas — with concerns about the war expanding to Israel's northern border — and wants to prevent Hamas from buying arms and ammunition for its terrorist operations. The big picture: The Biden administration is deeply involved in the war in Gaza, sending a three-star Marine general to advise the Israeli military on its coming ground operation, Axios scooped today. U.S. officials are urging Israel's coalition government to delay the ground invasion in order to get more aid into into Gaza and get more hostages out. Today, Biden said the time wasn't right for a ceasefire. "We should have those hostages released, and then we can talk," he told reporters.
