The assessment is "broadly accepted within the intelligence community and shared by several agencies, including the Central Intelligence Agency," The Wall Street Journal reported. Between the lines: Putin was still ultimately responsible for Navalny's death, the agencies found. But there was "no smoking gun" that he directed in. Keep reading.
