Simple, direct words are better than obfuscation (which seems to be the natural tendency of politicians). The explanation I've seen is that the average reader doesn't have the vocabulary and grammar skills to be able to understand much of what is written beyond that level. It's called the dumbing down of America. I see it as the total failure of the public school system.
