ICE Hires Immigrant Bounty Hunters From Private Prison Company GEO Group

U.S. Immigration and Customs Enforcement has hired a subsidiary of for-profit prison company GEO Group to aid in hunting down immigrants at their homes and places of work, according to records reviewed by The Intercept.

ICE has turned green card interviews into nightmares for some families, as immigrants leave in handcuffs instead of moving closer to legal status, Axios' Brittany Gibson writes.

  • Why it matters: For years, people felt safe showing up for court cases and green card interviews as ICE targeted "the worst of the worst."

Some arrested can post bond or gain eligibility through habeas corpus petitions. Otherwise, detainees continue their legal immigration applications from detention.

Federal agents shot two people yesterday afternoon in Portland, according to the city's police.

  • Portland police said officers responded to a report of a shooting near Adventist Health Portland, a hospital in the city's Hazelwood neighborhood, at 2:18 p.m. PT. An unidentified man and woman were later hospitalized.
  • Federal agents were conducting a "targeted vehicle stop," and one agent fired after the driver tried to run them over, according to DHS.

Portland Police Chief Bob Day said: "We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis, but I am asking the community to remain calm as we work to learn more."

  • Mayor Keith Wilson called for all ICE operations in the city to end "until a full investigation can be completed."

Minneapolis schools offer remote learning as tensions rise over federal immigration enforcement

ICE Shooting Scrutiny

Oregon's attorney general has opened an investigation into whether federal immigration agents exceeded their authority when they shot and wounded two people at a targeted traffic stop in Portland Thursday.

Federal officials claim the agents acted in self-defense after one of the wounded individuals allegedly weaponized their car. Authorities identified the wounded as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras, Venezuelan nationals who reportedly entered the US illegally. Federal officials allege both have ties to Tren de Aragua (see 101), though they have not publicly provided evidence supporting that claim. Moncada and Zambrano-Contreras are expected to be taken into FBI custody upon release from the hospital. 

In Minneapolis, the Trump administration has barred state and local officials from assisting in a federal probe into the fatal shooting of US citizen Renee Nicole Good by an immigration agent Wednesday. Federal officials claim this officer also acted in self-defense, while state and local officials expressed skepticism. Former prosecutors and criminal defense attorneys are alarmed by the Trump administration's "highly unusual" decision to kick local investigators off the probe into the deadly ICE shooting in Minneapolis.

  • Why it matters: Politicians on both sides rushed to weigh in on whether the killing of 37-year-old Renee Nicole Good was justified. With so many officials making snap judgments — and the feds' lockdown of the evidence — widespread acceptance of the results seems unlikely, Axios' Brittany Gibson and Marc Caputo report.

"This is what a cover-up looks like," said Dan Gelber, former federal prosecutor and Miami Beach mayor.

  • "It's shocking to me that this is the route and the path that it's taking, because I do believe that it undermines the public trust in the government," said Eric Nelson, one of the defense attorneys for Derek Chauvin, a former police officer convicted in 2021 for the murder of George Floyd.

Driving the news: The Minneapolis Bureau of Criminal Apprehensions said the agency is being barred from the crime scene, evidence and interviews.

  • Hennepin County Attorney Mary Moriarty said that without evidence-sharing, her office can't evaluate the case for charges.

The Justice Department blamed Minneapolis Mayor Jacob Frey (D), who called self-defense a "bullsh*t" reason for the shooting.

  • Because of the comment, a Justice Department official said, "They have no intent to pursue a good-faith investigation."

? Mills flew to fundraisers while ICE raided Maine

Maine Gov. Janet Mills jetted off to California this week for a trio of big-dollar Senate fundraisers, leaving on the same day federal agents launched an immigration enforcement operation in her state, according to invitations shared with us.

Why it matters: If they're in state, incumbent governors can typically seize on a public safety crisis or natural disaster to demonstrate leadership and dominate news cycles.

  • Mills' precise whereabouts from Tuesday to Thursday of this week were a source of speculation in Maine media. Her staff told the Portland Press Herald that she was heading to California for a "previously scheduled event."

What we're hearing: Mills was scheduled for three events — fundraisers in San Francisco and the Silicon Valley on Wednesday, and the East Bay on Thursday, the invitations show.

  • But it appears Mills cut her trip short.
  • By yesterday morning, she held a press conference in Portland, where she referred to ICE agents as "secret police."

What they're saying: "The Governor is in Maine, meeting with local officials and she remains in constant contact with law enforcement, local authorities, and organizations across Maine to monitor ICE activity and ensure the safety and civil rights of people across Maine are protected," said Mills spokesperson Tommy Garcia.

  • Mills has taken an aggressive posture toward the ICE surge, saying Sen. Susan Collins (R-Maine) Congress "should curtail funding for ICE until they stop their aggressive tactics."

Zoom out: Mills is locked in a difficult primary with Graham Platner to face Collins in the general.

The other side: Platner said today that he was flying home to Maine from Norway, where he and his wife are undergoing fertility treatment.

  • "Maine has been invaded by a masked secret police force," he said.
  • On Wednesday, Collins said "people who are in this country legally should not be targets of ICE investigations" while also noting that people who entered illegally are subject to arrest.
