Amelia Posted September 2, 2007 Posted September 2, 2007 Feds plan IDs to restrict volunteers at disasters Some say program would shield first first responders from needed criticism Sept 2, 2007 Assoc Press NEW YORK - Retiree Gene O’Brien hurried to the World Trade Center site after Sept. 11, 2001, as a volunteer helping to shuttle supplies to police and fire workers.
