Do US politics have anything to do with the price of oil?

When Bush was elected to office the price of oil was $29/barrel and gasoline was $1.55/gallon

When the Democrats were voted into majority in Congress the price of oil was $65/barrel and gasoline was $2.54/gallon.

It is now $135/barrel and gasoline is $3.85/gallon.

Those that believe politics is driving the price of oil, please explain why and how.
