According to the verse itself, the High Priest was indicating that he was outraged at Jesus' blasphemy. The Mosaic law prohibited the high priest from tearing his clothes. In the present case, the high priest intended by his act to cause the mob to be more greatly enraged against Christ.

John 3:16-17

For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life. [17] For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him.

What would be the punishment to a High Priest that tore his garment?

And

Did any other High Priest ever tear their garment in the scripture?
