WHY WILL WE WORSHIP GOD ON THE NEW MOON AND ON THE SABBATH WHY ???

Why did God appoint these two special times for worship in the new heaven and in the new earth ? Is there a connection between the new moon and the Sabbath ?

"Isaiah 66:23 And it shall come to pass, [that] from one new moon to another, and from one sabbath to another, shall all flesh come to worship before me, saith the LORD."
