I don't think catching up to Bin Laden was intended to end the war on terrorism.

When a murderer is executed in our justice system - it does not end all murders, no matter how high-profile that murderer was. It only ends "his murders". Thus we know that Osama will not be "coming out of retirement" to plan another disaster.

Very often when a criminal does something awful and then we learn that he had been arrested 4 times before that deed for attempting similar acts against humanity, we start to blame not only the criminal but also the system that failed to deal with the problem before now. A surving Osama left that door open.

In other words this is "life as we know it" it is not Disneyworld's magic kingdom.
