My guess is that it's the first floor of the car park being used while the ground floor is being decorated (while could mean anything from a coat of paint to Christmas decorations, and that 'badger holders' is a typo for 'badge holders', those being people qualified to park in the disabled spots. So, my translation, full of guesses, is "We're doing some work in the ground floor parking area, so disabled people who normally park there will need to park on the first floor until the work is done."
