Virtually all handgun-related crime is attributable to gangsters, who obtain them on the black market. But such crime is extremely rare and when it does occur, police crack down hard on whatever gang is involved, so even gangsters see it as a last-ditch option.

Maybe if the police cracked down hard on the gangs we would see some results.A very high percentage of homicides in this country are from gangs

I agree. It's been proven without a doubt that sometime enforcement, sometime penalties, actually encourage and reinforce the breaking of the law. This is basic human behavior. If you think you'll get away with something because other people are, or you haven't gotten punished in the past, you're far more likely to break the law than if enforcement and punishment were dealt out consistently every time.
