The same thing just happened in New Zealand. Helen Clark and Don Brash are both refusing to concede defeat, and the final result may not be known for 2 weeks.

It seems like quite a number of world elections in recent years have been very close.

Last report I actually read said Schroeder may actually be able to form a government... Maybe Gore shoulda hung in there more strongly!

Yes it all depends upon how many promises he can make to whom and if they believe him. Both of them need votes from outside their own parties which means they are both going to be making a lot of promises. It will probbally come down to which one of them is better able to sell themselves as being believable to the minority parties.
