I've been wondering about this for a long time now. Why do the symbols of water = peoples, desert/wilderness/earth = sparsely populated area, and winds = strife, for example, only apply to the Rev 12-14 "cycle" (for lack of a better word)? Why aren't the meanings of these symbols applied to the events depicted in the 7 Seals "cycle" (esp. Rev 10 - The fall of the Ottoman empire)?

Not sure what you're asking here. 

Water is also a symbol of the Spirit. 

It flows from the throne of God and the Lamb. 

It comes down as the rain.

It will flow from our belly after we drink the water which Christ gives.

We are baptized in it.

 

But this is smoothly flowing, clean "spring" water - not "the great sea" which is said to be "angry" and is full of mud and storms.
