You talk about the risks of 'splitting' or 'filtering' up between the lanes, but in stop-start traffic there are rear-enders due to driver inattention all the time. If I'm going to be between two cars I want them to be side-by-side, stationary with respect to each other in my direction, rather than one stopped in front of me and one doing 60 km/h behind me.
