Trivia Quiz--Police Enforcement

Earlier today, I decided that I needed to drive from my home to a shopping center on the edge of the town where I live.  So, I got into one of my vehicles.  It is fully licensed to drive on the public roads of California.  It is insured under the terms of my vehicle insurance policy.  As its driver, I was, as required, the holder of a current California drivers license.  At some times during my trip I drove the vehicle at full speed, both in the residential area as well as the roads that took me to the shopping  center.

If I had  driven past a local police officer, he/she would not have written a ticket for any violation of the law.

Why?

NOTE: I will suggest several possibilities.  If you  consider one of them to be correct, tell us so.   If you do not consider any of them to be correct, tell us what the true answer is and be specific.

1)  I am a relative of the local police chief.

2)  My wife is related to the local District Attorney.

3)  I am the head of the Political Action Committee that is raising the funds needed to elect the local Mayor.

4) I live in an area that does not have any maximum speed law.

Before I go on and answer the question above, I'd like to know what is meant by: I drove the vehicle at full speed? Do you mean the speed limit or the speedometer's highest reading??

I drove the licensed vehicle at the fastest speed it would go and I was generally traveling on flat roads.

Pam, I will accept your answer as correct.  A golf cart could not have legally been driven to the shopping center.   Yes, I did drive my NEV which can be driven where a golf cart can not be driven.

You must remember my August posting when I purchased the NEV along with a photo of it.

How is it going:  Well, I like it.  When I added it to my  automobile insurance policy I estimated that I would drive it 100 miles a month.  So far, I have not driven it that far in a month.  The actual energy costs to drive it for one mile  are less than it costs to drive my full size vehicle.  However, my fixed  costs of purchasing it as a used vehicle plus my insurance costs (even though they are much less than my full size vehicle) result in my per mile cost to drive as more than my SUV.

My wife has driven it.  Although it does not appear that she will drive   it on any kind of a regular basis.  However, she has often gone with me when I drove someplace in it.
