Priests may forgive abortion.

sounds like the new authority was to lift the excommunication, as the ability to absolve the sin of abortion had already been given to priests in 1983...

I believe that it had been delegated to Bishops.

In addition, Pope Francis had given it to priests for a one-year period.  Today, he had made this authority permanent.

No, this was not the only one.

Ordinary priests can forgive many sins, but not all.

Bishops can forgive other sins, and/or authorize a specific priest to absolve in the name of the bishop.

I think, but I could be wrong as I have not checked it out, that there are a few sins that must sent to Rome for forgiveness by the Pope.

In the United States, most if not all bishops have delegated to all their priests the authority to lift the excommunication for abortion. Bishops can do this. That is why if you live in the U.S. you have never heard of "special permission" being given to forgive abortions, because priests already have the authority to lift these excommunications (and they always have the authority to forgive the sin itself). In Spain, apparently, the bishops have not delegated this power, so under normal circumstances the lifting of the excommunication must proceed under the normal system up to the bishop himself.

The difference is what Pope Francis has just done and applies world-wide and is permanent.
