Bishops can forgive other sins, and/or authorize a specific priest to absolve in the name of the bishop. I think, but I could be wrong as I have not checked it out, that there are a few sins that must sent to Rome for forgiveness by the Pope. I have checked it out and I was correct. Bishops can do this. That is why if you live in the U.S. you have never heard of "special permission" being given to forgive abortions, because priests already have the authority to lift these excommunications (and they always have the authority to forgive the sin itself).
