Why it matters: They went somewhere, and we're finally getting a clearer look at where they landed, thanks to never-before-seen data provided to Axios. ? Zoom in: Government officials have granted only one researcher access to the granular data required to figure out where people went: Elizabeth Fussell, a Brown professor who worked at Tulane in New Orleans when Katrina hit. Fussell's research found that 33% of people who had been living in New Orleans when Katrina hit had not returned to the metro area by 2006. Of those people who hadn't returned, 21.7% were in Baton Rouge, 14.6% were in Atlanta, 11.7% were in Houston and 5.8% were in Dallas-Fort Worth. ? How it worked: Fussell examined New Orleans' population in the 2000 census, removing people who had died or were found living outside Orleans Parish until Hurricane Katrina. Hurricane Erin

The massive size of Hurricane Erin and days of powerful winds over the open ocean have caused water levels along the East Coast to rise. Tidal gauges from South Florida to New York are all running about a foot higher than normal, prompting authorities to close or restrict swimming at many beaches. Despite not making landfall, the Category 2 storm is still producing heavy rain, strong winds, powerful rip currents and dangerous storm surge. According to the National Hurricane Center, tropical-storm-force winds now extend up to 320 miles from the hurricane’s eye, up from 265 miles as of late Wednesday. North Carolina is under a state of emergency and evacuations have been ordered in parts of the Outer Banks, which may see waves of 20 feet or higher. What are hurricanes? Hurricanes are examples of tropical cyclones—rotating, low-pressure storm systems with winds exceeding 74 mph—that form over the warm waters of the North Atlantic and Northeast Pacific oceans. Able to grow to over 1,000 miles in diameter, tropical cyclones can unleash multiple feet of rain and storm surges.    All tropical cyclones consist of a central eye with no extreme weather, a violent eyewall of intense winds funneling warm, moist air upward, and spiraling rainbands composed of clouds and thunderstorms (see breakdown).
