Reminds me of the time some well meaning church members allowed a homeless man to live in a little shack on the church property. Of course, when the guy started bringing some of the local children into his shack for his own purposes, people became concerned. Homeless people are not just like those who have a home, even though they don't have one. Sociopathy, substance abuse, sexual abuse, mental illness are not uncommon among them. A lot of these people prefer to live on the streets. Homeless camps are where they look for victims. An old friend of mine was murdered in a homeless camp. He chose to live there, even though I had offered him a rent free room. Probably his biggest problem was laziness. He simply didn't want to work. My friend was, in all likelihood, murdered while being robbed of his monthly check at the first of the month by killers who knew he received government aid at the first of the month.  

The government had no problem arresting and incarcerating in "camps" many law abiding Japanese citizens during WW2. But the rights of the homeless must be respected?
