Why it matters: The charges under Georgia's Racketeer Influenced and Corrupt Organizations (RICO) Act — a version of a law Giuliani championed as a federal prosecutor in the 1980s — mark the culmination of a stunning fall from grace for a man once known as "America's mayor." As U.S. attorney in Manhattan, Giuliani was hailed for reinventing the underutilized 1970 RICO Act to prosecute mobsters, including the leaders of New York's "Five Families." After a 10-week racketeering trial that netted eight convictions in 1986, Giuliani proclaimed that the verdict had "resulted in dismantling the ruling council of La Cosa Nostra." Following the 2020 election, Giuliani and pro-Trump attorney Sidney Powell — who also was indicted — promoted wild and baseless conspiracy theories that later led to the suspension of his law license in New York and D.C. Giuliani appeared before Georgia legislators in December 2020, outlining false claims of voter fraud and urging legislators to appoint their own slates of presidential electors to certify a Trump victory. Between the lines: The 13 counts Giuliani faces are tied with Trump for the most out of any of any defendant charged, a nod to his role as an alleged ringleader.
