Fake University:  As part of a criminal investigation, the U. S. government established a fake university that actually did not offer either classes or training.  On the average, students who enrolled in it were charged $11,000 for a year of tuition.  Then the government arrested some 250 of the students who enrolled and charged them with a crime.  None were ever able to either attend any classes, or receive any type of training, none of the students were given any refund of the tuition money that they had paid.
