Photo: Ethan Swope/Getty Images Iraq's Kurds are caught in a three-way vice in the cross-border Iran war, Axios' Barak Ravid and Marc Caputo write: They're uncertain, based on President Trump's messaging, whether the U.S. actually wants regime change next door. They're under pressure to open the border from Iranian Kurds who want to fight the regime. They're facing a public threat — backed by a private warning — that Iran will retaliate if those militants attack from Iraqi Kurdish soil. Why it matters: The Kurds of northern Iraq have carved out a stable, semi-autonomous region in one of the world's most volatile neighborhoods. Now, the war next door is threatening to make their neutrality impossible to hold. "The Kurds must not be the tip of the spear in this conflict," a senior Kurdistan Regional Government (KRG) official told Axios. 📜 A Kurdish official told Axios: "The Iranians have thousands of years of built-up patience ... They know that in a couple of years, there might be a new president in the United States, and who knows what's going to happen in Israel. And their goal right now is to outlast this." Keep reading. Image: Vantor via Getty Images This behind-the-scenes reporting by Axios' Barak Ravid and Marc Caputo will help you understand the rising (often ill-informed) talk of "boots on the ground" in Iran: The U.S. and Israel have discussed sending special forces into Iran to secure its stockpile of highly enriched uranium at a later stage of the war, according to four sources with knowledge of the discussions. Why it matters: "Boots on the ground for Trump is not the same as what it means for the media," a senior U.S. official said. The administration is talking about small special ops raids — not a big force going in. 🏛️ At a congressional briefing on Tuesday, Secretary of State Marco Rubio was asked whether Iran's enriched uranium would be secured. "People are going to have to go and get it," he said, without specifying who. Any operation to seize the material would likely require U.S. or Israeli troops on Iranian soil, navigating heavily fortified underground facilities in the middle of a war. 👀 What we're watching: An Israeli defense official said Trump and his team are seriously considering sending special operations units into Iran for specific missions. A U.S. official said the administration has discussed two options: removing the material from Iran entirely or bringing in nuclear experts to dilute it on-site. The mission would likely involve special operators alongside scientists, possibly from the International Atomic Energy Agency. 🛢️ Beyond the uranium, U.S. officials tell Axios the administration has discussed seizing Kharg Island, a strategic terminal responsible for roughly 90% of Iran's crude oil exports. White House press secretary Karoline Leavitt told Axios that Trump "wisely keeps all options available to him open, and does not rule things out." Keep reading. New Iranian Leader Iran’s 88-member Assembly of Experts selected Mojtaba Khamenei as the country's next supreme leader, succeeding his father, Ali Khamenei, who was killed in an Israeli strike last month. Israel and the US have indicated they would not accept Khamenei as leader. The update comes after Israeli strikes hit Iranian oil depots near Tehran, sending clouds of black smoke over the city (see video). The attacks marked the first on Iran’s energy infrastructure in the 10-day war and come as average gas prices in the US are up 14% to $3.41 per gallon as of this writing, with prices varying by state. Iranian President Masoud Pezeshkian has meanwhile sought to deescalate conflict with the country’s Gulf neighbors, though strikes have continued in several countries. Photo: Sasan/Middle East Images/AFP via Getty Images This exclusive reporting from Axios' Barak Ravid and Marc Caputo takes you inside the first major U.S.-Israel rift of the Iran war: Israel's strikes on 30 Iranian fuel depots went far beyond what the U.S. expected when Israel notified it in advance — sparking the first significant disagreement between the allies in more than a week of fighting, according to a U.S. official, an Israeli official and another source with knowledge. Why it matters: The U.S. is concerned Israeli strikes on infrastructure that serves ordinary Iranians could backfire strategically, rallying Iranian society to support the regime and driving up oil prices. The Israeli air force's strikes created large fires in Tehran, igniting flames visible for miles and blanketing the capital in heavy smoke. An Israeli military official said the strikes were intended in part to tell Iran to stop targeting Israeli civilian infrastructure. 🔎 Behind the scenes: Israeli and U.S. officials said the IDF notified the U.S. military ahead of the strikes. But a U.S. official said that the U.S. military was surprised by how wide-ranging they were. "We don't think it was a good idea," a senior U.S. official said. An Israeli official said the U.S. message to Israel was "WTF." 🖼️ The big picture: U.S. officials are concerned the footage of burning depots could spook oil markets and push energy prices even higher. "The president doesn't like the attack. He wants to save the oil. He doesn't want to burn it. And it reminds people of higher gas prices," a Trump adviser told Axios. Why this matters: With Iran’s theocracy under assault by the United States and Israel for more than a week, the country’s Assembly of Experts chose the secretive, 56-year-old cleric and son of Ayatollah Ali Khamenei with close ties to the country’s paramilitary Revolutionary Guard as the new supreme leader. The younger Khamenei had long been considered a potential successor — even before the Israeli strike killed his father and despite never being elected or appointed to a government position. There appeared to be some dissension over his selection. Political figures within Iran have criticized the idea of handing over the supreme leader’s title based on heredity. That cautious stance is driven by President Vladimir Putin’s focus on Ukraine and his apparent hope that the Iran war will play into Moscow’s hands by boosting its oil revenues and eroding Western support for Kyiv. Read more. Why this matters: Russia already is profiting from a surge in energy prices over the war’s disruptions to tanker traffic through the Strait of Hormuz and damage to energy facilities in Gulf Arab countries. If hostilities escalate, a continued windfall would help fill Moscow’s coffers to finance military operations in Ukraine and patch the budget deficit. The Kremlin also hopes the Iran war will distract global attention from Ukraine, deplete Western arsenals and force the U.S. and its NATO allies to reduce military support for Kyiv. Why this matters: There’s no immediate end to the war in sight — nor in the rhetoric coming from both America and Iran. For Iran's rulers, victory means surviving the campaign still in power, no matter the costs to the country and the region. Trump has been vague and contradictory about his aims in the war. At times, he seems to push for overthrowing Iran's theocracy; other times, he seems to be willing to stop short of that, saying broadly that he wants to ensure Iran is no longer a threat to Israel, the region and the U.S. That could give him flexibility in declaring that victory has been achieved. The pressure is on U.S. allies as well. Gulf Arab states, while still not combatants in the war, face seemingly unending and occasionally fatal Iranian fire targeting oil fields, cities and critical water works. Oil Lifeline Unlocked The International Energy Agency, a coalition of 32 nations including the US, agreed yesterday to release a record 400 million barrels of oil from emergency reserves to ease disruptions caused by the Iran war. The move comes amid escalating tensions in the Strait of Hormuz, which normally transports about 20% of the world’s oil. Tehran claimed responsibility for at least one of three attacks on commercial vessels in and around the strait yesterday, while the US military said it attacked 16 Iranian mine-laying ships near the channel Tuesday. Oil flow through the strait has fallen to less than 10% of prewar levels (see visual), sending gasoline prices up roughly 20% for US consumers. The IEA's 400 million-barrel release—over 22% of its stockpile—is about how much oil typically passes through the strait every 20 days. Why this matters: U.S. Central Command relied on target coordinates for the Feb. 28 strike using outdated data provided by the Defense Intelligence Agency, according to the person familiar with the preliminary finding. The agency did not respond to a request for comment. Satellite analysis by the AP shows that the school, as well as other targets struck the same day, had characteristics visible from the air that could have identified them as civilian sites before they were struck. President Donald Trump initially blamed Iran for the attack, later said he wasn’t certain who was to blame, and then said he would accept the results of the Pentagon’s investigation. Dozens of Democratic senators demanded answers from the Trump administration on Wednesday as a growing body of evidence suggested that the U.S. was likely responsible for the strike. Chart: Axios Visuals The U.S. has become one of the world's largest oil exporters since a law changed a decade ago, allowing crude to flow beyond American borders, Axios national energy correspondent Amy Harder writes. Reinstating the ban was floated this week inside the White House, but it's not currently a leading option, administration officials and others say. When asked Wednesday on CNN about restricting oil exports, Energy Secretary Chris Wright emphasized the global nature of oil markets: "We have global markets in energy ... No discussion about doing that." Glenn Schwartz, director of energy policy service at consulting firm Rapidan Energy Group, said that although export restrictions aren't now on the table, "if oil prices surge and are sustained, the administration will have to consider novel responses."
