U.S. allies and adversaries around the world woke up this morning to a second Trump presidency, Axios' Barak Ravid writes.

  • Why it matters: Many of America's Western allies have been highly concerned about the return of a Trump administration, which could significantly change U.S. foreign policy and its engagement with the world.

? Zoom in: Former President Trump has claimed he'll be able to bring peace to Ukraine, end the war in Gaza, restrict China's trade practices, and force allies to pay their "fair share" into NATO.

  • Trump had contentious relations with many European leaders and expressed disregard toward the EU, UN, NATO and other institutions.

At the same time, he tried to build good relationships with the leaders of U.S. adversaries, including Russian President Vladimir Putin, Chinese President Xi Jinping and North Korean leader Kim Jong-un.

  • Hungarian Prime Minister Viktor Orbán, a key Trump ally, would use a Trump victory to boost his position as the leader of the conservative movement in Europe.
  • Another leader who prefers a Trump victory is Israeli Prime Minister Benjamin Netanyahu, who treated Vice President Harris with deep suspicion.

? Between the lines: Arab leaders, especially in the Gulf, had a very close relationship with Trump during his first term and were hoping for a comeback.

  • Iranian leaders don't share that sentiment. U.S. intelligence services say they plotted to assassinate Trump.

Global leaders congratulate Trump but his victory looks set to roil the world — again

LONDON (AP) — The verdict of U.S. voters was more decisive than most pollsters and pundits had predicted. Now the world waits to see whether the election of Donald Trump as president for a second time will prove as destabilizing as many American allies fear.

World leaders react

World leaders are reacting to Donald Trump's election victory today by offering congratulations. Israeli Prime Minister Benjamin Netanyahu called Trump's win "history's greatest comeback" and said Trump's return to the White House "offers a new beginning for America and a powerful recommitment to the great alliance between Israel and America." Additionally, Ukrainian President Volodymyr Zelensky said he appreciates "Trump's commitment to the 'peace through strength' approach in global affairs" and expressed interest in developing "mutually beneficial political and economic cooperation." During his campaign, Trump suggested he would end support for Kyiv's war effort and claimed he could settle the conflict "in one day."
