Is the SDA Church essentially Autocephalous?

In the other thread about WO some statements were made that indicated that some unions were essentially autocephalous - similar to the Easter Orthodox Church operates. This leads to the question of what ultimately would be enough to sever communion between two SDA Churches that were in separate Unions?
