Hoshea got even for that one, but when he became king then Shalmaneser, a different king of Israel, returned and made Hoshea a vassal to Assyria (2 Ki.17:3). In v.6 it mentions that he finished the job by taking the rest of Israel captive to Assyria. Besides king of Judea, what was Herod's other title?
