The New Covenant is called by that name-- as well as "the second covenant"-- simply because it was ratified, or confirmed, after the Old Covenant. But its promises, of course, were made thousands of years before. I understand what you mean, but your words are liable to confuse a lot of people. After all, the Bible itself mentions more than one covenant, and you yourself refer here to "the old covenant." What we mean, I think, is that all those other covenants were mere stepping stones to the New Covenant because they were intended for the purpose of teaching us the absolute neccesity of Christ. The New Covenant, therefore, is God's permentant, perfect plan for the salvation of mankind, whereas the other covenants were all temporary and imperfect.
