It is a fact of history that they have not. If you don't allow a significant proportion of your people to vote that means the country is not free. It's that simple. It's not even about slavery. Slavery ended in the 19th century. Many of the injustices ended in the 1960's. Freedom came to Americans in the 1960's. Since then Americans have free and full access to the voting process. That is a fundamental right. It has been a long difficult road to freedom but it is an inspiration to other nations that America has matured in this way.
