The discussions, which were confirmed by Trump aide Stephen Miller, are in response to the nationwide injunctions against the president’s actions on deportations, which eschew due process protections. But the Constitution only allows habeas corpus to be suspended when “in Cases of Rebellion or Invasion the public Safety may require it.” “The Constitution makes clear that suspension of habeas corpus is to be reserved for actual rebellion or invasion posing the most dire threats to public safety,” CNN senior legal analyst and former federal prosecutor Elie Honig said. Although such a move would surely be fought in court, suspending habeas corpus would essentially allow the administration to detain people without justification. Air Force One President Trump said he plans to accept a multimillion-dollar jet from the Qatari royal family and have the Boeing 747-8 retrofitted so it can be used as the next Air Force One. Such a move raises major ethical and legal questions. A Qatari official described the gift as more of a government-to-government transaction than a present for Trump. Democrats said accepting a luxury aircraft from a foreign government could be construed as a bribe, particularly since the plane will eventually be donated to Trump’s presidential library so that he can continue to use it after he leaves office. Administration officials said the president hopes to spend the trip making deals with the Saudis, Qatar and the United Arab Emirates that will enhance their investments in America. The US has already announced a $1.4 billion weapons sale to the UAE that includes Chinook helicopters as well as parts and support for F-16 fighter jets. Today, Trump is attending a more formal arrival ceremony with Saudi Crown Prince Mohammed bin Salman; eating lunch with the CEOs of Amazon, NVIDIA, Google, Boeing and Tesla; attending bilateral meetings; and then taking part in an agreement signing of the Royal Court. Despite what the White House is calling a “historic return to the Middle East,” a visit to Israel is not on the itinerary. South Africa Dozens of White South Africans who were granted refugee status by the Trump administration for alleged discrimination arrived in the US on Monday. Deputy Secretary of State Christopher Landau, who met the 59 Afrikaners at Washington Dulles International Airport in Virginia, claimed they had been “subject to very serious, egregious and targeted threats" and likened them to “quality seeds” that would hopefully “bloom” in America. However, South African President Cyril Ramaphosa said he told President Trump that the persecution of the White minority group was not true. “They are leaving ostensibly because they don’t want to embrace the changes that are taking place in our country in accordance with our constitution,” Ramaphosa said. While the administration has expedited the processing of Afrikaners as refugees, it has suspended all other refugee resettlement, including for people fleeing war and famine. Drug prices President Trump signed an executive order on Monday that he said will lower drug prices in the US by basing the cost of certain medicines on their prices in other countries. Trump directed the Department of Health and Human Services to come up with price targets within 30 days and ordered drugmakers to start offering US patients the lowest price paid for a drug in a peer country. If drug manufacturers do not lower prices, the executive order outlined some potential ramifications, including allowing more drug imports and having the FDA modify or revoke approvals granted for drugs that may be “unsafe, ineffective, or improperly marketed.” It’s unclear what authority Trump has to demand certain prices, particularly in the private market. Federal regulators are seeking a softer punishment against cryptocurrency platform Ripple Labs after the company gave a generous $5 million gift to Trump’s 2025 inaugural fund. Enforcers at the Securities and Exchange Commission originally charged Ripple in 2020 after accusing the company of running an illegal $1.3 billion unregistered securities exchange, levying more than $125 million in potential fines — though that suit was originally shut down by a federal judge in 2023. Now, under Trump, the SEC is asking to settle the case for just $50 million. Money pays. Why it matters: This is an optics win for a White House cognizant of America's rising economic anxieties, even if some of the money never flows. The Saudis agreed to buy nearly $142 billion in military equipment and services from U.S. defense contractors — nearly double the Kingdom's entire 2025 defense budget. Saudi Arabia also agreed to purchase gas turbines from GE Vernova, planes from Boeing, and to invest in U.S. companies via new private equity funds. By the end of his trip to the Gulf, which includes stops in Qatar and the UAE, Trump is hoping to obtain more than $1 trillion worth of deals and economic commitments. ? By the numbers: An itemized list provided by the White House doesn't come close to $600 billion. It works out to $282.8 billion — nearly 30% of which involves private-sector tech investments "in both countries." The remainder seems to fall under the unenumerated umbrella of "many other deals," which may include Nvidia's new agreement to sell chips to Saudi Arabia. Reality check: Even if all $600 billion were accounted for (which it isn't), that doesn't necessarily mean there will be $600 billion in investment. Trump secured $450 billion via a similar Saudi pledge in 2017, but it didn't all materialize. The same goes for some other high-profile investment promises during Trump's first term, such as $10 billion from China's Foxconn to build a factory in Wisconsin. Read more. Why this matters: The travels included Eric Trump announcing plans for an 80-story Trump Tower in Dubai, the UAE’s largest city. He also attended a recent cryptocurrency conference there with Zach Witkoff, a founder of the Trump family crypto firm, World Liberty Financial, and son of Trump’s do-everything envoy to the Middle East, Steve Witkoff. While this morning's oral arguments are focused on how courts have handled birthright citizenship, the Justice Department has urged the justices to impose a broader crackdown on nationwide injunctions. ⚖️ Federal district courts have issued roughly 30 orders blocking the Trump administration from implementing major parts of its agenda. Three district courts have blocked Trump's executive order on birthright citizenship from taking effect. All three said their rulings applied not only to the specific cases before them, but to the entire policy, nationwide. Why it matters: Nationwide injunctions from lower courts have become increasingly common since the Obama administration, and have exploded under Trump. There's a good-faith, non-ideological argument that courts are handing down too many of them. There are more than 600 district court judges in the U.S. — when all of them have the power to freeze a presidential policy, lawsuits can grind the presidency to a halt more easily than ever before. ? What we're watching: Four of the court's conservative justices — Samuel Alito, Neil Gorsuch, Brett Kavanaugh and Clarence Thomas — have called for a crackdown on nationwide injunctions. Last year, the Biden administration set the first federal drinking water limits on substances known as PFAS, which are human-made and don’t easily break down in nature. While PFAS are useful in many applications, they build up in the body and can increase the risk of cardiovascular disease, certain cancers and low birth-weight babies. Health advocates praised the new limits, which would require water utilities to reduce PFAS to the lowest level they can be reliably measured. But the utilities complained about the new rules, saying treatment systems were expensive to install, and sued the EPA. National Weather Service Since the start of President Trump’s second term, the National Weather Service has lost more than 550 people due to early retirements, the Department of Government Efficiency’s firings of probationary workers and its offers to leave government service. With so much institutional knowledge gone, experts are worried that the nation’s forecasting agency will be unable to provide accurate forecasts and timely life-saving warnings. As hurricane season is about to begin, the NWS is now offering voluntary reassignment opportunities to the remaining employees at the National Oceanic and Atmospheric Administration to fill 155 positions in offices around the country. The NWS cannot fill these “critical holes” in staffing with candidates from the private sector because it is still under a federal hiring freeze. Child care As the White House considers offering financial incentives to encourage American women to give birth, the annual price of child care continues to rise. According to a new report, child care costs increased by 29% from 2020 and 2024. Last year, the national average price of child care was $13,128. It would take 35% of a single parent’s median household income to afford that. On average, placing two children in child care would cost at least 19% more than the typical rent in 49 states, plus the District of Columbia. Republicans slipped a provision into the budget reconciliation bill this week that would create a legalized system of bribery where oil and gas giants can write a check to federal officials in exchange for favorable regulatory treatment. Those bribes could even presumably be paid in Trump’s official meme coin as an additional way to curry favor with the administration, according to an exchange during a markup meeting this week. If the bill becomes law, liquefied natural gas facilities seeking approval could be designated in the “public interest” — thus bypassing certain regulatory steps — for a small one-time fee of $1 million paid to the Department of Energy. Other oil and gas projects can also get in on the action by cutting a check for $10 million to expedite their permitting process — pennies to an industry worth more than $4 trillion. ? Migrant stop and searches rarely lead to drugs. President Donald Trump has justified his massive crackdown on immigration by claiming migrants are mass trafficking deadly illegal drugs into the country, specifically fentanyl. But new research from the watchdog group Project on Government Oversight reveals that of the 5.8 million migrants intercepted by U.S. Customs and Border Patrol between 2022 and 2024, just 249 stops resulted in the seizure of illegal drugs. Of these stops, half found marijuana, while just 11 found fentanyl. Statistically, the odds of dying from a bee sting were greater than finding a non-marijuana drug in a Border Patrol stop during this time. ? Sorry, your personal data just got sold. The Trump administration is withdrawing a Biden-era consumer-protection rule limiting data brokers’ ability to sell your sensitive data to private buyers. Trump recently signed an executive order asking drug manufacturers to reduce the price of key medicines. The order is vague and toothless, offering no clear legal authority to demand lower drug prices, with the New York Times noting the order is “something of a win for the pharmaceutical industry.” Moreover, it ignores a critical loophole in the Affordable Care Act that forces patients to bear the out-of-pocket burden for essential high-cost drugs that rarely have generic alternatives. The 2010 Affordable Care Act includes 10 categories of health services, known as “essential health benefits,” that health insurance plans must cover under the law. These include hospitalizations, maternity and newborn care, mental health treatment, and prescription drugs. However, many insurers and pharmaceutical middlemen designate certain medications as “nonessential,” thereby exempting them from the ACA’s coverage requirements. This means patients can’t count these prescriptions toward their deductible, copay, or out-of-pocket maximum. Profits at the expense of patients. Many of the drugs deemed nonessential are expensive specialty medications that come with pharmaceutical manufacturers’ copay assistance programs — coupons, discount cards, and vouchers offered by the drugmaker to reduce patients’ out-of-pocket costs. However, by categorizing the drugs as nonessential, insurance companies and pharmacy middlemen can pocket these copay assistance funds without counting individuals’ payments toward their out-of-pocket costs, padding the company’s bottom line while burdening chronically ill patients with huge medical bills. This isn’t unusual — a 2024 study by the HIV+Hepatitis Policy Institute, a group that advocates for patients with chronic health conditions, found that more than 100 large employers, from Target to Bank of America to Brown University, were using prescription drug vendors that classified some covered drugs as “nonessential.” Promises made, promises not kept. While a 2024 ruling by the Centers for Medicare and Medicaid stopped individual and small group employer health insurance plans from designating certain drugs as nonessential, the ruling did not extend to self-insured or large group employer plans — plans used by organizations with 51 or more employees, which cover the majority of working Americans. Trump has been a critic of the pharmaceutical industry’s price-gouging: “They’re getting away with murder, Pharma. Pharma has a lot of lobbies, a lot of lobbyists, a lot of power,” Trump said of drug pricing reform in 2017. And on the 2024 campaign trail, Trump again pledged to lower prescription drug costs. But this April, 80 patient advocacy groups, including the HIV+Hepatitis Policy Institute, urged Trump to issue a federal rule that would close the nonessential-drug loophole for good… and he has yet to act.
