With thanks to Britannica (see below) it is clear that Biblical Hebrew has a relationship to Phoenician. However, to say that there is a relationship is not to say that Biblical Hebrew came from the Phoenician. In addition, there are major differences between Biblical Hebrew and Modern Hebrew and someone who speaks Modern Hebrew cannot be said to be an expert in Biblical Hebrew. In the same sense, one who speaks Modern Greek cannot be said to be an expert in Biblical Greek.
