It includes much more, but no one can study the Bible and the SOP without realizing that the Holy Spirit inspires people to rebuke sin. Can anyone honestly picture the proclamation of the gospel under the power of the Latter Rain without any rebuking of sin? People led by the Spirit of God aren't afraid to tell the truth for fear of making someone upset or offended. We shouldn't seek purposely to offend people but if the preaching of the true gospel and the Third Angels Message offends people, so be it. Better to offend some people for a short time and save people's eternal lives than make everyone happy and see them lost. [17] For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him.

It means they don't beat people up because they went out and relapsed. Of course those coming back are not trying to justify their failure. 12 Steppers don't tell them it was or is ok to relapse. They point is, they welcome them back with open arms. Now the court system does send people to 12-step groups that don't want to be there. When those people try to justify their addiction, 12-steppers normally tell them they are not ready to quit and need to go out and get some more misery.
